QS: The Malaysia Education Blueprint

(2013-2015) hopes to transform the


education system to make its outcomes
comparable to outcomes set by other high
performing education systems.
How does this Blueprint intend to deal with
literacy?

ASPIRATIONS

Knowledge
At the most basic level, every child will be fully
literate and numerate. Beyond this, it is
important that students master core subjects
such as Mathematics and Science and acquire
a rounded general knowledge of Malaysia, Asia,
and the world. Students will also be encouraged
to develop their knowledge and skills in other
areas such as arts, music, and sports.

Early enrolment to preschool at the age of 4.


Creation of more public preschool classrooms
More grants offered to the private sector to aid in
increasing preschools

Allocated money to aid parents financially pay preschool


fees
Increase funding towards helping preschool teachers
upgrade their academic qualifications.

2. Transformation of Vocational Education


Programmes

More places were created to cater the students who


wanted to pursue a vocational education in upper
secondary school.
Results in the cooperation and synergy with the Public
Institute of Skills Training (ILKA) and Private Institute of
Skill Training (ILKS) due to high demand for such
vocational courses.
Special needs students were not left out and they were
channelled to the National Secondary Special Needs
Vocational Schools (SMPKV).

3. Developing Islamic/Arts/Sports Education

Through this, children with different aptitudes, strengths


and temperaments can have a platform to nurture their
talents and interests.

Sekolah Bimbingan Jalinan Kasih or SBJK in Chow Kit is


formed to cater students who are street kids and nondocumented citizens.

4. More schools are built

The ministry has opened up 10 schools in selected


hospitals to cater to students who have long term
illnesses and need constant medical attention so that
they dont fall behind in the pursuit of an education.

Language -Teachers (ProELT).

6. Expansion of LINUS 2.0

Numeracy Screening (LINUS) programme was


designed to identify the level of student language
proficiency during the first three years of
schooling.
The target for student mastery of basic Bahasa
Malaysia literacy and numeracy by the end of
Year 3 is 100%.

LINUS 2.0 is implemented based on


the following eight key strategies:

Screening of all Level I students twice a year

Providing learning materials for students

Preparing teaching materials for teachers

Providing effective pedagogical training for teachers

Appointing LINUS Facilitator (FasiLINUS i.e. one FasiLINUS for every
30 schools) in each PPD, to help and guide teachers and students.
