help to answer such questions as

What is the problem?

Who are affected by the problem?
How many are they?
Where are they?
Why do they have the problem?
Do they have access to services and facilities?
Do they use available services and facilities?

But they are worth the expense.

concerns are
Need guidance on
available data
May or may not need
guidance on statistical
