CONCLUSION
Finland is the third most innovative countries
in the European Union based on Innovation Union
Scoreboard 2015. However, the statistic shows
the decreasing of some indicators of Finlands
innovation for over 8 years.
Government realized that Finland still have a
good potential heading for further growth and in
gaining competitiveness. Therefore, Finlands
government making a policy to improve the
quality and effectiveness of their Innovation.
