NOTATIONS

Oil Tanker The ship type notation OIL TANKER, or equivalent, and

the notation ESP shall be assigned to sea going self-propelled ships2

which are constructed generally with integral tanks and intended
primarily to carry oil in bulk. This type notation shall be assigned to
tankers of both single and double hull construction, as well as tankers
with alternative structural arrangements, e.g. mid-deck designs.

Note: Oil Tankers that do not comply with MARPOL I/19

may be subject to International and/or National

Regulations requiring phase out under MARPOL I/20
and/or MARPOL I/21.

ESP Requirements Rev.1

Bulk Carrier
The ship type notation BULK CARRIER, or equivalent, and the

notation ESP shall be assigned to sea going self-propelled ships2

hopper side tanks and topside tanks and with single or double
side skin construction in cargo length area and intended primarily to
carry dry cargoes in bulk.

ESP Requirements Rev.1

Ore Carrier
The ship type notation ORE CARRIER, or equivalent, and the notation

ESP shall be assigned to sea going self-propelled ships2 which are

constructed generally with single deck, two longitudinal bulkheads and
a double bottom throughout the cargo length area and intended
primarily to carry ore cargoes in the centre holds only.

ESP Requirements Rev.1

Combination Carrier or OBO (Ore/Bulk Oil)

Combination carrier is a general term applied to ships intended for the

carriage of both oil and dry cargoes in bulk; these cargoes are not
carried simultaneously, with the exception of oily mixture retained in
slop tanks.

The ship type notation ORE/OIL CARRIER, or equivalent, and the

notation ESP shall be assigned to sea going self-propelled ships2

which are constructed generally with single deck, two longitudinal
bulkheads and a double bottom throughout the cargo length area and
intended primarily to carry ore cargoes in the centre holds or of oil
cargoes in centre holds and wing tanks.

The ship type notation OIL/BULK/ORE (OBO) CARRIER, or

equivalent, and the notation ESP shall be assigned to sea going selfpropelled ships2 which are constructed generally with single deck,
double bottom, hopper side tanks and topside tanks, and with single or
double side skin construction in the cargo length area, and intended
primarily to carry oil or dry cargoes, including ore, in bulk.

ESP Requirements Rev.1

Note: OIL/BULK/ORE carriers that do not comply with MARPOL

I/19 may be subject to International and/or National Regulations
requiring phase out.

ESP Requirements Rev.1

Chemical Tankers
The ship type notation CHEMICAL TANKER, or equivalent, and the

notation ESP shall be assigned to sea going self-propelled ships2

which are constructed generally with integral tanks and intended

COATING
PROTECTIVE COATING

Ballast tanks, cargo/Ballast holds and upper and lower part of cargo old of bulk

carrier cargo ( new construction) have to be HARD COATED

Other coatings may be considered provided that they are applied in

accordance with the manufacturers specification and maintained
SOFT COATINGS ARE NOT ACCEPTABLE

COATING CONDITION

GOOD
- Only minor spot rusting

FAIR
- Local breakdown at edges of stiffeners and weld connections
- Light rusting over less than 20% or more of area under consideration

POOR
- General breakdown of coating over 20% area under consideration
- Hard scale over more than 10% area under consideration
ESP Requirements Rev.1

ENHANCED SURVEY PROGRAMME

Prompt and thorough repair
(requirements extended to all types of ships)

A "Prompt and thorough repair" is a permanent repair completed

at the time of survey to the satisfaction of the Surveyor, therein

removing the need for the imposition of any associated
recommendation.

Any damage in association with wastage over the allowable

limits (including buckling, grooving, detachment or fracture), or

extensive areas of wastage over the allowable limits, which
affects or, in the opinion of the Surveyor, will affect the ship's
structural, watertight or weathertight integrity, is to be promptly
and thoroughly repaired.
ESP Requirements Rev.1

19

ENHANCED SURVEY PROGRAMME

CONSEQUENCES
BALLAST TANKS WITH POOR OR NO COATING

- Internal examination to be extended to other ballast spaces of

same type
BALLAST TANKS OTHER THAN D.B. TKS.

- Where protective coating is poor, or no coating applied

or a
soft coating has been applied, additional thickness gauging to be
performed at annual survey as deemed necessary by surveyor
D.B. BALLAST TANKS - Soft Coated or Uncoated

- Maintenance of Class may be subject to their Annual

Inspection
- when soft coated, safe access to be provided, failing this, coating to
be removed
Good coating - Extent of the U/S gauging for close-up survey may be

specially considered

Steps taken on bulk carrier ships to enhance the

safety standards
1. Reinforcing the corrugated transverse bulkhead: Reinforcing the

corrugated transverse bulkhead installed between No.1 and No.2 cargo

holds and the double bottom of No. 1 hold. This ensures water tight
integrity to be maintained at all time even when side hold or bottom is
damaged

ESP Requirements Rev.1

36

2. Water Ingress Alarm: Checking and maintaining an active water

ingress alarm in the cargo hold as per SOLAS requirement at all times.
Also check and maintain water ingress alarm in area located at the
forward of the cargo area

ESP Requirements Rev.1

37

3. Hull Survey: A complete hull survey of bulk carriers as per IACS

condition to maintain the strength of the ships hull

ESP Requirements Rev.1

38

Avoiding Deck Wetness: Increasing the Integrity of fore-deck fittings

on bulk carriers to avoid the problem of deck wetness i.e. flowing of

water on ships deck due to rough weather, also known as green water
loading

In heavy storms, the waves and ship motions can become so large that

water flows onto the deck of a ship. This problem is known as shipping
of water, deck wetness or green water loading. The term green
water is used to distinguish between the spray (small amounts of water
and foam) flying around and the real solid seawater on the deck.
Because seawater is rather green than blue, the term green water is
widely used

ESP Requirements Rev.1

39

ESP Requirements Rev.1

40

Fitting Bulwark: Fitting of suitable bulwark in the fore part of the ship

as per the requirement to avoid green water condition

ESP Requirements Rev.1

41

Reinforcing Hatch Cover: Reinforce the hatch cover which is located

at the forward of the ship within 0.25L, where L is length of the ship

ESP Requirements Rev.1

42

Double Skin Side Shell Frame: Side shell frame to be double skin

ensuring extra safety in case of structural damage

ESP Requirements Rev.1

43

Cargo Hatch Cover Alarm: Installing Alarm for opening and closing of

hatch cover for additional safety

Anti Corrosion Paint: A good anti corrosive coating on the ships

structure to avoid damage due to corrosion

Free Fall Life Boat: A free fall life boat is now a requirement in all bulk

carrier ships. All crew must know the emergency evacuation procedure
from free fall life boat
