EMERGENCY COMMUNICATION PROCEDURE

PHASE 1: INCIDENT
An incident that is the release or near release of any hazard into
the environment or one that has the potential to precipitate an
emergency, disaster and/or crisis. For example:

PHASE 2: THREE-TIERED RESPONSE APPROACH


MODEL

It

provides a clear divisions of the roles and responsibilities of

the Contractor, Petronas and relevant government agencies or


authorities. It defined as follows:

Tier 1 Minor
Tier 2 Major
Tier 3 - Crisis

PHASE 3: INCIDENT NOTIFICATIONS


All

reportable incidents must be notified by the quickest means

possible such as Short Messaging System (SMS) or a phone call.

The

incident notifications must be sent by e-mail to PETRONAS

Communication Centre (COMCEN) as soon as possible after the


initial notification.

The updates must be sent to PETRONAS COMCEN at appropriate


intervals, on a daily basis, until the emergency/crisis has been
resolved.

PHASE 4: EMERGENCY RESPONSE PLAN (ERP)


Contractor must establish and maintain an Emergency Response
Plan (ERP) for all worksites under all of the operations.

The ERP shall contain, as a minimum, the emergency organisation,


role and responsibilities of Emergency Response Team (ERT) and
Emergency Management Team (EMT), communication flow and
Incident Action Plan (IAP) for any possible emergencies.

PHASE 5: DISASTER AND CRISIS SITUATION


The event of a disaster and a crisis situation where the response
is clearly beyond the capacity and capabilities of the Contractor.
The following action must be taken by the Contractor, as part of
the response procedure:

PHASE 6: MEDIA AND PRESS RELEASE


Holding Statement Preparation
Contractor

shall prepare a Holding Statement for any

reportable incident that has an impact on the reputation and


credibility of the Contractor or PETRONAS, both in terms of
the media and public concern.

The

Holding

Statement

should

contain

preliminary

information relating to the incident or emergency. It is


prepared for interim use until detail Press Statement is
prepared and approved.

PHASE 6: MEDIA AND PRESS RELEASE

Media Release Preparations


Contractor must obtain PETRONAS written approval for any
incident that requires a media release.
