QUALITY CONTROL PLANS


Project Quality Plan (PQP) is prepared as specified in ISO quality
management system in accordance with all applicable codes,
standards and specifications set forth in the contract.
PQP is a customized and unique document, which is a guideline
for all functionaries to deliver their respective scope of service in a
professional manner.
It is the responsibility of project core team to develop this
document as per project scope of work. On approval by client,
Project Manager will ensure its implementation at project sites. In
case any change or deviation has been agreed with client, a
revision of this document should be issued to all concerned. Head
office, QA & QC functional heads has to ensure its effective
implementation through periodic audits and provide assistance to
project team for corrective and preventive actions.

LOSS PREVENTION POLICY


Every DESCON employee shall endeavour to prevent accidental loss
of human resources and other assets employed in the business of
DESCON.
We shall prevent accidental losses by:
Operating at all our work places in a safe and healthy environment.
Creating loss prevention awareness amongst all the employees
through a comprehensive programme, facilitated by Loss
Prevention Department and executed by respective site and office
managements.
Ensuring that each leader of an operation, whether at a site or at an
office, is directly responsible for the safety of all human and other
resources under his charge.
Making line managers, supervisors and lead technicians
accountable for the loss prevention management efforts towards
elimination of causes that might lead to accidents.

COST EFFECTIVENESS OF DESCON SERVICES


To achieve cost effective targets, Descon resources be deployed for all PO &
BPO jobs on pre-agreed rates and a services contract be signed for an initial
period of 03 years with yearly price indexation.
A service contract for 03 years will justify establishment of facilities for effective
execution.
BP will have a facility of ONE WINDOW OPERATION with 100% availability of all
required resources in accordance with BP approved safety and QA/QC
standards.
Descon will develop an effective infrastructure for better management of local
resources and good relationship with local land owners.
Descon will manage additional resources at short notice with an agreed time
period as and when required.
Descon project / site manager will be fully empowered as a single point contact
to BP and would be available at site / camp office.
Descon management, supervision and manpower will be fully qualified and
skilled to undertaken jobs in accordance with BP standard and good engineering
practices.

Execution teams will be assigned in three (3) areas.

3.Area III

All other facilities operating areas.

Each team will be self sufficient for execution, supervision, transport,


tools and plants. However, one crane will be deployed in common pool to
operate in all areas.
Discipline incharge for Admin, Accounts, Stores, Planning & Scheduling,
HSE and QA/QC to be in common pool. However, they will support onsite
work through their staff as needed.
Fabrication and equipment maintenance shops as well as warehouse will
be located in the residential camp vicinity to support all operating sites.

PROJECT EXECUTION & MANPOWER DEPLOYMENT

Contractor to deploy agreed manpower initially, that can be increased later as


required. Allowance for manpower on rota leave to be included.

Billing will be on the basis of pre-agreed unit rates for manpower and
equipment deployed at site. However a minimum manpower and equipment
availability has to be agreed in advance to ensure timely execution.

Contactor to arrange residence, food, communication, transportation, and


medical facilities for manpower in the vicinity of work sites and cost would be
adjusted in manpower unit rates. All facilities to conform to BP (Pakistan)
safety rules.

All drivers to undergo defensive driving course prior to their deployment and
all vehicles would be equipped with RIGHT DRIVE DEVICE.

Descon will implement manpower rota leave policy in consultation with BP


(Pakistan) keeping in view cost effectiveness of the project, without
compromising on safety standards.
