It is first came to light via a


scientific paper entitled
Information Management:
A Proposal,
written by Tim Berners-Lee in
March 1989.

Rodolfo Villarica

Known as the
Grandfather and Father
of the Philippine
Internet.

Torres

became the managing


director of the National Computer
Center (May 1989/1993)
He spearheaded the campaign to
correct the Philippines to the
Internet.
His exposure to the Internet in the
US led Torres to seek backing of
DOST.

Led by the DOSTs Glen Sipin, A

technical committee composed of


computer enthusiasts and those
four school was formed to study the
possibility of an academic internet
connection.
July 1993, Phi8lnet Phase 1 was
established through a link to
Australia Victoria University.

October

1993,
the
technical
committee proposed that a Philippine
Internet backbone and nodes to
established to reduce the cost of
linking
the
country
to
the
information super highway.
Dr. Rodolfo Villarica appointed to be
the administration of Philnet Phase
2. The project cost Php 12.5 million.

Under Villaricas helm, Philnet Phase 2

linked UPD, ADMU, DLSU and USC in


Cebu giving them full access to the
internet via a 64 kbps connection to
the US.
Willy Gan oif Comet, a private
computer networking firm was tapped
by IRF to set up the link using a Cisco
Model 7000 router and PLDT teased
line.

Philippine Internet Exchange (PhilX)
The first five (5) ISPS that joined
PhilX
were
Infocom,
Nosaic
Communication, IPhil Communications,
Virtual Link and WordTel Philppines.
1998,
the Philippines Network
Foundation put up a second internet
exchanged to enable ISPs that have
leased lines from non-PLDT.

In 2013 the Philippines was


dubbed as the Social
Capital Media of the World
because of the percentage
of Facebook users among
Internet users.
