the Bach Khan University Charsadda

ESTABLISHMENT OF BACHA KHAN UNIVERSITY


The Provincial Government of Khyber Pakhtunkhwa established
this University under Khyber Pakhtunkhwa Universities Act,
2012 on July 03, 2012 at Charsadda by upgrading the subcampus of Abdul Wali Khan University Mardan at Palosa . The
University was named after the Pakhtun Reformist, Khan Abdul
Ghaffar Khan, popularly known as Bacha Khan.

Bacha Khan University, Charsadda was recognized
by the Higher Education Commission on 14th June,
2013.

Vision
To be a prominent public sector University in the
region having international reputation in research
and creative thinking and to provide quality
education and encourage research activities of
socioeconomic development of the area and the
country at large, with the motto of March towards
knowledge based economy.

Mission
To foster creative and critical thinking among the students

with a view to promote their intellectual growth and to


equip them with knowledge, skills and par excellent
attitude to deliver the highest standards of higher
education.
To promote scientific research to acquire excellence in
various fields of study.
To establish effective network and coordination with
leading national, regional and international institutions to
share experiences of academic and research excellence.

Initial Investment
To start with, a grant of Rs. 276.451 million
including Rs. 157.761 million as cost of additional
land for

the University and Rs. 15 million as

Project Fund was approved and released by the


Provincial Government for the University.

Recurring/Developmental
Budget
Revised PC-I of the University was approved by the Provincial
Government in April 2013 for Rs. 1045.978 million. The PC-I was up
to 30th June, 2014 and funds were released to the University. Major
components of the Revised PC-I include salary & allowances, lab
equipment, books and journals, renovations works and utilities etc. Two
Budgets of the University has been approved for the year 2014-15 and
2015-16 Rs 619.540 Million and 641.952 Million.

Physical Facilities (Existing)


The current land area of the University measures 197 kanals
which includes 50 kanals inherited from erstwhile Sub-campus
plus 147 kanals transferred from Govt. College of Commerce
and Govt. Technical & Vocational Institute. New Campus land is
acquired about which is 779 kanals near Motorway.

Arts & Humanities Block


The building which Bacha Khan University inherited from
AWKUM has been designated as Arts & Humanities Block.
However, due to lack of space this building is currently being
used by the Departments of Management Sciences, Computer
Science, Pakhtunkhwa Study Centre, IT Section, Deans Office
and a Conference Hall.

the Departments and labs of Biotechnology,
Chemistry, Geology and Agricultural Sciences.

The former Commerce College has been designated as
Administration Block which accommodates the offices of
the Vice Chancellor, Registrar, Treasurer, P&D, Controller of
Exams, QEC and Central Library.

Future Expansion
The existing campus falls short of any future growth therefore,
additional land measuring 779 kanals 17 marlas (97 acres) worth
Rs. 157.761 million has been purchased along the Motorway M-1
at a distance of 2 km from the existing campus . Award of the land
has been granted, possession of the land, has been acquired and
construction of the boundary wall is going to be started very soon.

Central Library:

There is a Central Library which has been named Ghani Khan


Kitabtoon (Library) after the Pashtu Poet and Sculpture Ghani
Khan . The Library has a collection of more than 13,000 books,
mostly text books, 337 Journals & Magazines and 350 CDs.
Moreover, 15 foreign journals are subscribed for benefit of
researchers.

v. Compensatory Allowance:Compensatory allowance/Bacha Khan University, Palosa


Campus will be admissible as per Bacha Khan
University, Charsadda Rules.
vi. Medical Facilities:Medical facility will be allowed according to the relevant
rules of the Bacha khan University, Charsadda.
vii. Leave Salary and Pension Contribution:These will payable by the foreign employer on the scale
laid down by the Government from time to time.
viii. Joining Time Pay and T.A on Transfer:This will also be payable by the foreign employer on
transfer to and reversion from Foreign Service.

ix. Contributions:They shall continue to subscribe to the G.P Fund, C.P Fund,
Benevolent Fund and the Group Insurance Fund as under the
Rules.
x. Other Benefits:All Fringe benefits attached to a deputation post other than the
benefits specifically mentioned above will also be admissible to
them.
xi. Deputation Period:The period of deputation shall ordinarily not exceed three years.
Its extension beyond the period of three years shall be decided
by the Syndicate in advance on the merit of each case.

2. The Syndicate Committee in its final meeting concluded the


following rates on the given terms and conditions w.e.f January 01,
2015, which were duly approved by the Vice Chancellor as authorized
by Syndicate. (Attached as annexure-I(ii))

3. Teaching Assistants are serving university in BPS-16 due to which their experience has not been
counted towards appointment of faculty by the Scrutiny committee and thus create hardship in their
career, instead of the fact that they are fulltime involved in teaching and supervision of the project
students. Furthermore, it is worth mentioning that the same Teaching Assistants are serving in other
Universities in BPS-17. (Annexure attached at P1).
4. On the recommendation of the committee as constituted by the Vice-Chancellor to look in to the
suggestions as point-out by the teaching assistant communities and to recommend a better solution.
The committee recommends that the teaching assistant may be re-designated as Research Assistant
BPS-17 or all teaching assistant which are inherited from the AWKUM may be upgraded to
BPS-17, in order to bring their services at par with the sister universities. (Annexure attached at P2 )
