WCDMA RAN Neighbor Relation Optimization

Tools Related
WNCS:

1.

2.

Its good tool for add new neighbor relation. Alternative and faster way for
neighbor optimization (based on GPEH and statistical counters)
Its capable of:
Trouble shooting for missing neighbor relation, and provide suggestions.
(based on missing neighbor GPEH)
Monitoring of the performance for current defined relation. (based on
pmRlAddAttemptsBestCellSpeech and pmRlAddSuccessBestCellSpeech)
Please check WNCS related KO about how to active WNCS and how to
analyze WNCS result.

Counter Related
Four Counter is very useful for optimize neighbor relation.

pmRlAddAttemptsBestCellSpeech
pmRlAddSuccessBestCellSpeech
pmAttNonBlindInterFreqHoCsSpeech12
pmSuccNonBlindInterFreqHoCsSpeech12
Get long period of these counters result, we can ensure which pair of
neighbor relation has handover, based on these usage information, we can
decide which pair of neighbor relation we can delete.

pmRlAddAttemptsBestCellSpeech

pmRlAddAttemptsBestCellSpeech
Number of radio link additions attempted for speech RABs (radio connections in
states with speech connections: Speech; and Speech + Packet 64kpbs)
Incremented by one when a new RL is attempted to be added to an active set for a
CS speech RAB. The counter is incremented after a handover proposal has been
received from the handover evaluation function or an RNSAP Radio Link Addition
Request has been received. The counter only monitors RLs for cells in the SRNC.
The counter is incremented if an RL is replaced in an active set.

pmRlAddSuccessBestCellSpeech
pmRlAddSuccessBestCellSpeech
Number of radio link additions that succeeded for speech RABs (radio connections
in states with speech connections: Speech; and Speech + Packet 64kpbs)
Incremented by one when a new RL is attempted to be added to an active set for a
CS speech RAB. The counter is incremented after a handover proposal has been
received from the handover evaluation function or an RNSAP Radio Link Addition
Request has been received, admission control has been granted, DL channelization
code has been allocated for the new cell, RL Setup or RL Addition procedure is
successfully completed with the RBS, the Active Set Update procedure is
successfully completed with the UE, the necessary ATM resources have been set up
between RBS and RNC, and the appropriate parameters are available. The counter
only monitors RLs for cells in the SRNC. The counter is incremented if an RL is
replaced in an active set.

pmAttNonBlindInterFreqHoCsSpeech12
pmAttNonBlindInterFreqHoCsSpeech12
Number of attempted non-blind outgoing inter-frequency handovers for CS
Conversational Speech RABs.
Used to monitor the number of times that UEs have been ordered to perform interfrequency handover. The decision to initiate handover is based on measurements
performed by the UE on the target frequency.
After Handover Evaluation has decided to initiate inter-frequency handover, the UE is
ordered to move to a new frequency by sending either an RRC Physical Channel
Reconfiguration or an RRC Radio Bearer Reconfiguration message. After that
message is sent, this counter is incremented by one for the best cell in the active
set, but only if that cell has a cell relation towards the target cell. If the best cell in
the active set has no cell relation towards the target cell, the counter is not stepped.
For multi-RAB combinations, the counters corresponding to each type of RAB
involved are incremented.

pmSuccNonBlindInterFreqHoCsSpeech12
pmSuccNonBlindInterFreqHoCsSpeech12
Number of successful non-blind outgoing inter-frequency handovers for CS
Conversational Speech RABs.
Used to monitor the number of times that UEs have succeeded in performing interfrequency handover.
When a
successful response (RRC Physical Channel Reconfiguration Complete or RRC
Radio Bearer Reconfiguration Complete) is received from the UE, this counter is
incremented by one for the best cell in the active set but only if that cell has a cell
relation towards the target cell. If the best cell in the active set has no cell relation
towards the target cell, the counter is not stepped.
For multi-RAB combinations, the counters corresponding to each type of RAB
involved shall be incremented.
