Gap of Requirements and Availability

Requirements:
1. Population increased
2. Increased activity
ofeconomic and sociocultural needs.

Availability:
1.Water availability is
relatively constant.
2. Water quality tends to
decline.

Water resources should:

be covered and be preserved to
sustainability use

Water Resources Management:

Efforts to plan, implement, monitor and
evaluate the implementation of
- conservation of water resources,
- efficient utilization of water resources,
- controlling of the destructive force of
water

WATER RESOURCES MANAGEMENT

Mission:
Conservation of Water Resources
Using of Water Resources
Controlling of Water Force Destruction
Management stages:
Planning
Implementing Construction
Implementing Operation & Maintenance
Information System of water resources
Monitoring and controlling
Community empowerment and partisipation

Definition of term

CONSERVATION: Preserving existence and

sustainability of water resources that is readily available
in adequate quantity & quality to be good living of
people and nature in the present and future.

UTILIZATION OF WATER RESOURCES: Effort to use planning ,

preparation, use implementing, development & exploitation of
water resources optimally and efficiently

CONTROLLING OF WATER FORCE DESTRUCTION: Efforts to

prevent, handling, and to recover environmental damages caused
by water force.

Water Resource Conservation

Efforts and Activities

1. Protection and Preservation of
Water Resources
3. Water Reservation
4. Management of Water Quality

Performance Indicators
Sustainability of
quantity, quality, and
function of water
resources

Water Resources conservation should be referred to

Land Use Planning

A. Protection and Preservation of Water Resources

Objectifs: To protect and preserve water resources and its
environment for damage or disruption caused by natural, including
drought and caused by human action.
Action Plan:
a. Preservation of sustainability function of water infiltration and water
capture area
b. Controlling of water resource utilization;
c. Filling water on water resources;
d. Protection of water resources in its relationship with land use
development
e. Controlling land use in upstream area
f. Arrangements border water resources;
g. Rehabilitation forest and land
h. Preservation of protected forests, nature reserve areas and nature
conservation areas.

B. Water Reservation
Objectifs: To maintain the existence and availability of water
and its quality, related with the functions and benefits.
Action Plan:
a. Storing water overflow during he rain to be used at the
time of need
b. Conserve water with an efficient use
c. Controlling groundwater use.

C. Management of Water Quality

Objectifs: to maintain and restore water quality
incoming and existing on water resources.
Action Plans:
a. Improving water quality in water resources and water
resources infrastructure
b. Preventing entry of water pollution on water resources and
water resources infrastructure.
c.

Implementing on rivers, lakes, reservoirs, wetlands,

groundwater basins, irrigation systems, water catchment
areas, nature reserves, conservation areas, forests, and
coastal areas.

2. WATER RESOURCES
UTILIZATION

Mision 2:

WATER RESOURCES UTILIZATION

Efforts and Activities

a. Use planning of Water Resources:
b. Preparation of Water Resources
c. Use implementing of Water
Resources
d. Water Resources Development
e. Exploitation of Water Resources

Performance Indicators
- Ensuring the people right to
get water for the daily basic
needs in equitable
- Water Use Efficiency
- Increasing water resources
usefulness function of different
types of water needs

a) Use planning of Water Resources:

Organize to give permission to use the
WR
b) Preparation of Water Resources: set the
zone utilization & set water allocation in
WR.
c) Use implementing of Water Resources:
regulate and determine water allocation &
facilitate public complaints
d) Water Resources Development
e) Exploitation of Water Resources

3.
4.

Prevention: the physical effort

structure & non-structural efforts.
Handling: preparedness, forecasting
and warning; emergency
maintenance; mitigation and
evacuation
Evaluating: data collection by the
floods & mapping of flood events
Recovery: the proposed treatment,
environmental & infrastructure
rehabilitation

Reducing risks (the number of
casualties and property) due to
the destructive water force.
Accountability controlling water
force.
