Policy Implications
Such a global demographic transformation has profound
consequences for every aspect of individual,
community, national and international life. Every facet
of humanity will evolve: social, economic, political,
cultural, psychological and spiritual.
Population ageing is poised to become a major issue in
developing countries, which are projected to age swiftly
in the first half of the twenty-first century.
It is essential to integrate the evolving process of global
ageing within the larger process of development.
The important issue of family care and the interplay between informal
caregivers and formal services when helping elderly persons to age in
place.
Focus on formal services that allow older adults to live in their own homes
for as long as possible and help them avoid institutionalization.
(1) challenges faced by formal in-home services in
targeting older frail individuals, meeting their needs,
and ensuring their independence;
(2) variations in the role of the state in supporting older people at
home;
(3) gendered patterns in home
help services, in terms of both the recipient population
and the service workforce.
