SITE SUPERVISION

Objectives of CSC Contract


MRTA has contracted CSCto perform the

duties,as specified in Clause 4


To supervision of civil works to achieve the
works for commercial operation service within
time and cost target.
MRTA has planned to implementation for the
Project by the end of 2010 and to start comm
ercial service in the second half of 2016

General Responsibilities of CSC+


Acting as MRTAs Representative
Coordination with all parties involved in the Project
Supervising Contractors activities for conformity

with their contracts and provide good engineering s


ervices
Design review & approval
Inspection & supervision
Commissioning

Certifying related contract payments


Providing recommendations for remedial measures

against problems and obstacles in the Project.

Inspect the works and issue the certificate of

Inspect and report PMC of Civil Works of

Inspect and report PMC on the final

To ensure that all Civil Works Contractors
conduct the testing, integrated testing and co
mmissioning is correctly prepared, performed
and documented

OBJECTIVES

To ensure the Works are carried out to an

acceptable level of quality and safety


To ensure the Works are finished within the
Contract completion date

compliance with the Contract, drawings and s

Employers satisfaction
To ensure the process of delivering the Works
meet the requirement of the relevant codes of
practices

DUTIES+

of the works undertaken by the Contractor

Checking and measuring of the quantities of
accepted works

DUTIES+

Ensuring the Contractor performs the work

that does not cause interference to the public,


including access to public
Liaising with other the Contractors, which be
working in the same vicinity or location
Keeping records of progress of the Works,
equipment, labor and material usage on a day
-to-day basis

DUTIES

Inform the Contractor any Employers

changes in design or specifications which may


necessary during the course of Contract
Review any changes proposed by the
Contractor and inform the result

RESIDENT ENGINEER+

Act as CSCs representative at site level and

in design of all site activities


Supervise all site staff's performance
Supervise the construction works to ensure
the compliance with contract documents, appr
oved shop drawings and others and to ensure
the high quality of the work
Provide site information and support CSC
team in dealing with claims, variations, chang
es
Verity the work done quantities for payment

Resident Engineer

Input to the CSC team for approval of method

statement and other submittals


Inspect and report on testing and
commissioning related to civil works contract
Support other CSC's specialists as requited in
technology transfer, EIA, safety and others
Evaluate the works for completion certificate
Inspect and report during MDLP
Inspect the work readiness and participate in
testing and commissioning

DEPUTY RESIDENT ENGINEER


Assist RE in performing all assigned tasks with

regards to the construction works and other related w


orks
Monitor construction works for conformance to the
Contract requirements approved drawing and specific
ations
Assist RE in review, approve and process of all
technical submissions
Co-ordination and supervision of the works on site
Assist RE in gathering site information to support CSC
team in dealing with claims, variations and changes of
the work and other related works
Perform other tasks as assigned by CSC Supervisor

Site Engineers

Report to the DRE or RE


Assist DRE organize and supervise his team to

cover all aspect of supervision work and other


relevant works
Ensure that Inspectors supervisions activities
are properly carried out in accordance with job
assigned at all times
Collect and process all daily site diaries
Monitor site QA/QC and safety activities on site
Perform other tasks as assigned by CSC

Report to the site engineer or DRE


Ensure that the Contractors work is properly

supervised at all times and carried out in acco


rdance with the drawings and specifications
Notify site engineers or DRE when faulty
works occurs or where a variation is required
Ensure that day work records for the Works,
plant and labor are kept daily site diaries accu
rately
To implement the QA/QC and safety measure
on site

Office administrative work, preparation of

General
Hours of work will generally be defined by the
RE under whom you are working with, particular
duties will be allocated by the RE
Time sheets must be filled in at the appropriate
time and signed by the RE

Personal Diaries

All staff to complete daily events involvement to


progress of the Works items to be recorded shall in
clude
Work carried out by the diarist, i.e. site
supervision, level checking, etc.
Work carried out by the Contractor with
reference also to events of note
Instructions given to the Contractor and either
written or verbal any other conversations with th
e Contractors site agents
Inspections made, any decisions given, to whom,
and when

the Contractors Construction Plant on Site,

type and location, and whether working, stand


ing or in disrepair

This shall be completed CSC daily report form,

start and finish chainage must be shown
A list of the Contractors labor and plant shall
be included are together with hours of works
A list of the plant is standing or broken down
A statement on weather

Setting Out+

The responsibility for setting out the Works is

the Contractors
The CSC survey party, with the assistance of
Inspector, will check that the Contractors sett
ing out is correct
Before the Contractor starts any Works, make
sure that the RE is notified
To assist with the detailed setting out, control
points will be established

Setting Out

Check control points that they have not

been damaged. If there is suspected dama


ge, notify the Contractor immediately as w
ell as the RE
Always check the Contractor are working
to the latest revision of the Drawings
The setting out of the Works, inclusive of
cross-section surveys and pegging shall be
carried out intervals of not greater than th
ose specified

Quality of Material and Testing


Make sure that all material being used are

approved by CSC
No deteriorated material are not allowed e.g.
concrete has been mixed too long or rebar tha
t has mill scale or excessive rust
Report to the RE any deteriorated material
that the Contractor brings to Site and issue th
e site notice.

Information From the Contractor


Know in advance what work the Contractor

intends to carry out


The Contractor will give work program and RE
will let you know what is planned for your
inspection
Think ahead and request information from the
Contractor such as times of concrete pours so
that reinforcement can be finally done and appr
oved
If you are not certain how any particular aspect
is going to be carried out, ask both the
Contractor and your supervisor

Inspection and Approval


The Contractor shall obtain approval to

commence of the Works and to obtain approv


al upon completion
Inspector shall not delay the Contractor as
this can give rise to claim of time and cost
Check each stage of the Work as it proceeds
and let the Contractor correct any errors as th
ey appear . A final inspection shall be made w
hen the Contractor says that he is ready to pr
oceed to the next stage

Inspection and Approval


Inspector shall not leave his comments on

work until the Contractor has completed it. Co


mments shall be made as Work is being done
Do not delay giving the Contractor approval
to start if there are minor errors that are being
worked on
If testing is required the advance Request for
Inspection forms shall be requested by the
Contractor, RE/DRE will notify you the witness
that testing

Measurement Records

If the Works are in accordance with approved

drawings, no measurement records need to be k


ept however,
If any part of the Works is varied, then a record
of the concerned work will be required
The records shall be agreed with the Contractor,
signed are kept a copy in the office
the Contractor may ask you to agree records of
materials used for this work If you consider that t
he records presents are fair representation of the
work done, you should sign it and add words FO
R RECORD PURPOSES ONLY

Communication With Contractor+


The Contractor shall notify the CSC in writing

of the identity of the proposed site agent


The Contractors site agent have full authority
to act on behalf of the Contractor for all
purposes in connection with the Contract.
If you are unable to identify this person, you
must notify RE

Communication With Contractor


Instructions/site notice shall only be given to

the Contractor where the Work is not comply


with drawings or specification
Do not, except in an informal way e.g. instruct
to sub-contractors representatives, always be
given to the Contractors site agent.
The reason for this is that the Contract is
between Employer and the Contractor not sub
-contractor

Use of The Specification

Do not try to remember the Specification. Get

a photocopy of the part that is relevant to


your present duties and carry it with you
If in doubt, ask to yoursupervisor, DRE or RE

Progress

Draw to the attention of yoursupervisor any

aspect of the Works that seems to be slow so


that he may take it up at a higher level action
Try to find out the reasons of slow progress at
your level and report

Safety on The Site

Liaise with safety officer in all aspect of the Work


If you find anything on Site that unsafe,
immediately notify the Contractor, safety officer
and supervisor
Remember its your life that is in danger
Examples of the unsafe conditions are:
A ladder has broken rungs
Load material near a public access that is not

properly barricaded or adequately lit at night


Mechanical defect in Construction Plant
Weak scaffolding
Inadequate support for excavation sites

Caution

Familiarize yourself with the relevant parts of

the Specifications and Drawings


Ascertain the line of command

Do not exceed your powers


Do not order any works that will delay the

Contractor or result in increase in the cost of


the works without the prior approval of the appr
opriate authority
Ensure that the Contractor adopts safety
measures to prevent site accidents
When in doubt, ask your immediate supervisor

ER Duties and Powers in GCC 2


ER shall not issue instructions or certificates the under

mentioned matters without prior approval by the


Employer.
ER have no authority to act the following activities
without prior approval by the Employer:
Amend, alter, modify, change or dispose any of the

terms and/or conditions of the Contract nor to relieve


the Contractor of any of its obligations under the Contra
ct in whole or in part;
Permit, agree, approve in any forms of contacts to the
Contractor by directly or indirectly show any signs,
comments, opinions that the Contractor may be entitled
to receive or ability to obtain addition to the Contract Pri
ce;

Order, advise, or communicate with the Contractor

by any means that the Contractor may be entitled


to have time extensions to complete the Works;
Issue (oral or written forms) any documents or
other materials or human gestures indicating any c
hange of the Works or any part including Contracto
rs change;
Orally approve any designs or drawings at the
work area except in case of emergencies as allowe
d under clause below described; and
Do or act with the Contractor in any manners by
which shall be adversely or materially affects to th
e best interest of the employer.

ERs duties are to monitor and inspect the

Works, to check and approve the Contractors


design, method statements, witness and endo
rse all tests and examine or certify material qu
antity, quality and workmanship
Any written instruction or approval given by
the ER or assistant shall bind the Contractor
and the Employer. Provided that
ER fail to inspect or disapprove any work or

material shall not prejudice the power of the ER


thereafter to disapprove or reject such work or
material

Duties and Powers in GCC 2


Any instructions given by an assistant for

safety of the Works or persons shall be deeme


d to have been given by the ER provided
If ER or the assistants do not act or omit the
ER's duties shall not relieve the Contractor
from obligations under the Contract.
ER or assistant may give oral instruction in
case of emergencies. The confirmation in writi
ng of oral instruction within 7 days to the Cont
ractor shall be a same instruction of this Claus

ER shall act fairly within the terms of the

Contract having regard to all the circumstance

Offering Gratuities GCC 39


The Contractor shall not offer any advantage,

gratuity, bonus, discount, bribe or loan to


Employer, ER or their staff
If found to have offered, Employer shall
immediately terminate the employment of the
Contractor and to hold the Contractor liable fo
r any loss or damage
The Contractor fully awares that any criminal
charges on these corruptive and/or unlawful
practices shall be enforced and pursued again
st them and all parties involved
