1.0 INTRODUCTION
There is a lot of Organizational system structure not to mention the exponential
establishment of different networking company that uses organizational structure
program which will be seen straight through hierarchical order and more
importantly the well know binary tree order and matches. Hence then, here is a
unique approach of closely similar system but instead of using binary tree it uses
the, what we called Hierarchical Flat Organizational Structure a combination of
Hierarchical Organizational Structure and Flat Organizational Structure. An idea
from 67 years old Chairman of Third-Option Proponents (TOP) Party whos
suggest the kind of system that are easy to use favorable for non-techy end-user
like him, he was filling COC for Presidential Candidate of the Philippines late
2015 but was denied by the Commission on Election, this is the reason for
launching their Party website.

The Third-Option Proponents Party (TOPP) is a political party registered in Security
Exchange Commission (SEC) date back 1984 during President Ferdinand Marcos regime
in the Philippines, and promoting Americanization agenda, the goal is to make the
Philippines be part of the United State, making Philippines the 51 state of United States
of America. During the establishment of the party, internet is not yet widely introduce to
the public, there is few IT expert at the time, the exchange of information broadly rely on
newspapers however, the party continued. During the President Marcos regime it widely
believed that government is corrupt and democracy is extremely affected even before
the declaration of martial law, and after the martial law, it is the everyday contents of
local and international News Media wither it is true or propaganda, Mr. Brigido A.
Buenafe steps in and form Third-Option Proponents Party (TOPP) of the Philippine to
promote USA democracy standard and ultimately to make the Philippine be the state
member of the United State of America.

1.1 Background of Study


The party believes, that the sole solution to prevent the corruption and oppression
during martial law is to become part of America so, the United States Department
can have direct control over the Philippine rule of law and order. Political party
have few members and little funds to sustain the Political party movements for the
whole country, have only few Leaders to lead members in every regions in the
country, although members are organize and always on its track but party public
engagement is very poor due to information discrimination with only limited
options and tools to be use. The party voice struggle to reach out the public until
the founding leader Mr. Brigido A Buenafe was arrested during martial law luckily
he gets asylum to America, when he return to the Philippines he reestablish the
TOP party, seeking major adaption of technology to improve the party public
engagement and possible chance of success in second time around.

1.2 Statement of Objectives


To invite more citizen to join the party until it will reach
more than a half of registered voter in the country and
submit the petition to the court. The party needs to
disseminate information throughout the country, to let the
public well inform the party platform, and encourage
others to join the party. Raise funds for the party, Choose
right leader to every region to lead the members in the
region.

It is really important for any organization to adapt the
current technology trend today to catchup the
advancement of civilization, the website is the perfect
example of the fast phase civilization advancement so
wither it is small or big organization to exempt of using
technology is a certain downfall. For TOP party website it
is the foothold to continue further their long waited
agenda to complete, having the website accessible around
the globe, supporter of the party with legit citizenship of
the Philippine are able to register through online
registration wherever they are.

1.3 Significance of Study

unique ID system to avoid complication of data later on, so
with expected millions members to register this will help
the party administration to identify the member through
their unique identification number. Although funding is
needed, membership registration is not mandatory rather
it is optional because party needs more supporters more
than fund however, those who pay the membership pay
will certainly get special treatment when the party will
able to accomplish their goal.

proving itself to be an incredibly valuable tool in usability research. Find
