Cluster Entry/Exit Criteria

Entry Criteria
At least 85% of the sites in cluster have been accepted
Sites are alarm free

Exit Criteria
KPIs have been met and reported including exclusion areas if applied
Full/provisional approval has been granted

Note: a cluster is a group of approximately 54 sites composed of about 3 sub cluster. A


sub cluster is a group of approximately 18 sites.

Late sites (missing sites)

Treatment of late sites


Late sites should be integrated after cluster (sub cluster)
acceptance using the late sites drive test configuration
The drive route should include up to the second tier of
surrounding sites
Performance does not significantly deviate from cluster KPIs
If three or more sites are ready in one cluster (sub cluster) a redrive of the whole cluster (sub cluster) is recommended

Drive Test Configurations

Unloaded cluster drive to be repeated


a maximum of 2 times. If more drives
are required an approval from the
UMTS Market manager is required
KPI targets for unloaded test are best
effort.
Issue of change request is permitted
after the last drive without having to redrive the area
LT1 will be run with two simultaneous
command sequences. One for CS and
one for PS to be able to synchronize
the voice calls start and end on a
single TEMS file.
A request has been made to TEMS to
provide a command sequence that fix
the synchronization issues

Issue of change request is
permitted after the last drive
without having to re-drive the area
as long as the changes are
minimal
The final drive of Setup 1 will be
done exchanging the PS DL/UL
R99 to HSDPA DL
Setup 2 can be initiated in
parallel to Setup 1 if enough
resources are available. Or it will
follow the Setup 1 optimization.
LT1 in Setup 1 will be run with two

Drive Test Configurations

All three setups can be run in parallel. If Setup 1


found IRAT functionality issues Setup 2 (Mobile test)
should be stopped.
The stationary test (setup 2 from cluster) will be
started at cluster testing and can be carried over to
market

Setup 2 will be run with a command sequence controlling all


three medium calls.
Setup 1 will be driving from UMTS coverage to GSM till CS and
PS calls handover to GSM or drop

6- Timeline

NOTES

If in any stage there is a justifiable requirement for an additional drive this needs to be approved by the UMTS
Market manager
Late site optimization will be executed if required. If the cluster is already passing the KPIs without the missing site
and integrating the site will delay the market drives a decision by the UMTS Market manager can be done to proceed
to market acceptance and integrate the site after the Market launch. If the site will help an exclusion area to improve
than it should be integrated into the cluster.

The timeline indicates areas where the stationary tests can be done, but it does not necessary implies that all the
days are required. These days can also use to troubleshoot small areas for example

Cluster drive is more dense than market. The route should also cover part of the intercluster area.
Market drive is less dense but covers more area.
