Rationale

Research is an avenue through which new knowledge is


discovered, applied, or verified and through which appropriate
technologies are generated. Thus, it is a basic requirement for
an educational institution to have a firmly established research
and development program. Its thrusts and priorities should be
congruent with those identified in the development plans of
regional and national R and D oriented agencies such as
NEDA, DOST, CHED, etc. (AACCUP, 2014).
There were government SUCs where implementation/s for the
program and projects were in place. With regards to the
monitoring and evaluation, there were also SUCs that were not
yet established so as to properly utilize its research
results/outputs to its stockholders/target clientele.

Purpose of the Study

The purpose of this study is to evaluate the performance in


terms of technical efficiency of the research programs and
projects of the government state universities and colleges.

At this stage in the research, the technical efficiency being


studied will be generally defined as the money value or the ROI
(Return of Investment).

Research Question

In view of the long standing issues and concerns that beset the
Philippine system of higher education, the study aims to
evaluate performance of state universities and colleges (SUCs)
in terms of technical efficiency of its research program and
projects.

Theoretical Lens

The usefulness of program theory for monitoring and evaluation


can be enhanced by incorporating information about the context
in which the program operates, by defining success criteria and
comparisons for judging and interpreting performance
information, and by identifying sources of performance
information (Funnel, 2000).
Program evaluations can involve both quantitative and
qualitative methods of social research. People who do program
evaluation come from many different backgrounds, such as
sociology, psychology, economics, social work, and public
policy.

Significance of the Study

This study seeks to extend its help to the following stakeholders:

State Universities and Colleges. This study could serve as a


helpful reference in the evaluation of the corresponding
research and development programs in different academic
institutions.
Future Researchers. This study could serve as a guide for
future studies. In addition, this paper shall open possibilities for
further research in the field of research.
