D. ASSUMPTION:
1.Criminal and other lawless elements might take the
opportunity to conduct their nefarious activities during the
celebration of Holy Week especially in common places of
convergence and tourists destination in the region.
2.CNN may create/conduct hostilities during the said occasion
in pursuit of their political agenda.
3.Rise in incidents of petty crimes and traffic congestion is
expected to occur due to the large influx of motorists and
public in general on the streets going to and from the
churches, tourist resorts/destinations and other places of
convergence.

AREA SUPERVISORS

a. They will be deployed in different districts in Iloilo City


to oversee, check, supervise and see to it that our
implementing plan is strictly implemented;
b. Submit After Inspection Report (AIR) and
Semana Santa Inspection Checklist to the Operations and
Plans Section for consolidation and subsequent submission
to the ROPD; and
c. Perform other tasks as necessary.

5. Chief, Admin/HRDD Section


a.Issue appropriate orders to tasked units/personnel;
b.Issue orders for the Area Supervisors; and
c.Perform other tasks as necessary.

6. Chief, Intelligence Section


a. Provide timely intelligence information to all tasked
units;
b. Intensify intelligence coverage;
c. Continue to monitor the presence of criminal elements
and other threat groups that might disrupt the observance
of the Holy Week; and
d. Perform other tasks as necessary.

7. Chief, Operation and Plans Section


a. Coordinate, supervise and monitor all the activities of
operating units and submit monitoring report to RTOC;
b. Supervise and monitor the implementation of this
IMPLAN;
c. Submit after activity report (AAR) to ROPD; and
d. Perform other tasks as necessary.

8. Supply Accountable Officer


a. Provide logistical requirements to tasked units;
b. Provide POL allocation to the designated Area
Supervisors; and
c. Perform other tasks as necessary.

9. Chief, Police Community Relations Section


a.

Designated as Commander, TU Maritime Security;

b.

Organize NGOs, BPATs and civic groups to assist the PNP in providing
security, traffic assistance and other related public safety services;

c.

Orchestrate the active participation of radio groups, accredited NGOs, and


community-based volunteers as force multipliers in providing traffic
management, road safety, and community watch during the period;

d.

Prepare Safety Tips flyers and posters to be distributed and posted at all police
stations and other convergence areas e.g. malls, beach resorts, etc.;

e.

Provide public safety information to the general public through the tri-media
particularly on modus operandi of criminals and tips for motorists;

f.

Coordinate with tri-media practitioners in disseminating information regarding


traffic re-routing and other similar advisories; and

g.

Perform other tasks as necessary.

10. Chief, Investigation Section


a. Designated as Commander, TU Engagement Area
Security;
b. Provide investigative support to tasked units in the
preparation and filing of cases against offenders in court;
and
c. Perform other tasks as necessary.

11. Company Commander, ICPSC


a. Designate PINSP ISMAEL S GANDAROSA

b. Continue to conduct checkpoints and preventive patrol


operations prior the start of Holy Week and rest of
summer vacation;
c. Prepare one (1) platoon of PNP personnel to compose
the Quick Reaction Team (QRT) divided into two (2)
teams ready to respond anytime in case of eventuality;
and
d. Perform other tasks as necessary.

12. Chief, Traffic Investigation & Enforcement Unit


a. Designated as Commander, TU Route Security;
b. Undertake appropriate security measures in major
thoroughfares and roads leading to the churches, tourist
destinations in coordination with the PPOs and CPO;
c. Assist PPOs/CPO in traffic management operations, on
request;
d. Deploy route safety marshal particularly in main
thoroughfares in coordination with the PPOs and CPO;
and
e. Perform other tasks as necessary.

13.Chief, CAIDSOTG Designated as Commander,


TU VIP Security;
14. SCs/SSCs, ICPS 1-6
a. Draw up plans with concerned LGUs, other law enforcement
agencies, and private security providers to jointly secure areas
frequented by the general public, such as malls, other transport
facilities and terminals (bus, airport and seaport), churches, resorts
and other areas vulnerable to terrorist hostile activities;
b. Intensify intelligence, counter-intelligence, and police operations
to preempt/prevent terrorist activities in your respective AORs;
c. Coordinate with the LGUs, concerned government agencies,
NGOs and radio groups to assist in addressing traffic congestion
in major thoroughfares and for effective watch on deserted
residential areas to prevent housebreakers/looters;

d. Intensify the conduct of police visibility/security patrols in


seaports, transport terminals, churches, and other places where
large gatherings of people are expected;
e. Oversee all tasked units for the proper implementation of this
IMPLAN;
f. Provide security assistance to travelers, tourists and other visitors in
beach resorts, other tourist destinations and places of convergence
in your respective AORs;
g. Establish Police Assistance Desks/Centers, Passenger/Motorist
Assistance Desks and route safety marshals in strategic areas with
appropriate number of personnel in your respective AORs with
proper identification, PADs/PACs markings/ signages;

h. Coordinate and ensure the availability of medical and fire


emergency responders in strategic areas and places of
convergence;
i. Supervise the conduct of all operational activities of Police Stations
related to the implementation of IMPLAN SEMANA SANTA
2016;
j. Conduct random mobile checkpoints in accordance with the PNP
Operational Procedures prior the start of Semana Santa until all
activities shall have been terminated;
k. Intensify the conduct of law enforcement operations; and
l. Perform other tasks as necessary.

Coordinating Instructions:
1.All SCs/SSCs to coordinate with local government agencies and NGOs and other concerned
civilian organizations during the celebration of the activity;
2.All tasked units to submit deployment of personnel NLT March 05, 2016;
3.Human Rights shall be respected and observed at all times;
4.PNP Operational Procedures shall be strictly adhered to;
5.Lateral coordination among tasked offices/units is highly encouraged;
6.Policies, directives and security SOPs shall be observed at all times;
7. Significant incidents shall be immediately reported to this Office (Attn: CTOC);
8.Designated Area Supervisors to submit after inspection report with pictures and Holy Week
Inspection Checklist to this Office (Attn: Operations and Plans Section right after every
inspection conducted;
9.CPO Inspection Team shall conduct daily inspection over all Police Stations under his/her
designated area of jurisdiction particularly within five days period from March 23-27, 2016;
10.All Inspection Teams shall send SMS to CTOC while in the process of conducting inspection
over CPSs/MPSs, their established PADs/PACs and other deployment/activities related to the
implementation of IMPLAN SEMANA SANTA 2016;
11.SCs/SSCs shall submit SITREP (via CTOC SMS Platform every 3 hours effective 6AM
March 23, 2016 until all activities related to the celebration of Holy Week shall have been
terminated; and
12.All tasked units to submit their after activity reports with pictures to this Office (Attn:
Operations and Plans Section) a day after the activity.

Ensure and check personnel on the proper wearing of GOA uniform


Tamang-bihis.
To monitor, check and supervise security coverage and traffic management in
the respective area of coverage.
Check the established PACs/PADs, such as; Church, Beach, Seaport/Airport,
Bus terminals, other areas of convergence.
Also check deployment of Force Multiplier and participation of other NGOs,
Tri-Media, Medical Team.
Distribute/disseminate Safety Tips flyers and posters.
To submit After Inspection Report with pictures including the Checklist to
ROPD two days after the inspection.
