GOVERNANCE
The concept of "governance" is not new.
It is as old as human civilization.
Simply put "governance" means: the process of decisionmaking and the process by which decisions are
implemented (or not implemented).
Governance can be used in several contexts such as
corporate governance, international governance, national
governance and local governance.

process by which decisions are implemented
An analysis of governance focuses on the formal and
informal actors involved in decision-making and
implementing the decisions made and the formal and
informal structures that have been set in place to arrive at
and implement the decision.

Government is one of the actors in governance.
Other actors may include influential land lords,
associations of peasant farmers, cooperatives, NGOs,
research institutes, religious leaders, finance institutions,
political parties, the military, business elites, drug lords
and vice lords.

Good governance is about the processes for making and
implementing decisions.
Its not about making correct decisions, but about the best
possible process for making those decisions.

be practice in government, corporate or any institution:
consultation policies and practices
meeting procedures
service quality protocols
councilor and officer conduct
role clarification
good working relationships

- Accountability is afundamental requirement
of good governance.

understand the decision-making process.

- This means thatdecisions are consistent with relevant
legislation or common law and are withinthe powers of
council.

Good governance is equitable andinclusive
- A communityswellbeing results from all of its
members feeling their interests have beenconsidered by
council in the decision-making process.

produce results that meet the needs of society while making
the best use of resources at their disposal.

- Anyone affected byor interested in a decision should
have the opportunity to participate in theprocess for
making that decision.
Good governance is consensus oriented
- There are several actors and as many view points in a
given society.

GOVERNANCE
Transparency of government. Citizens must be kept
informed of decisions of the state and their justification.
Simplicity of procedures. Whether in fiscal matters,
investment, or other areas, administrative procedures
need to be as simple as possible, with the number of
participants reduced to a minimum.
Responsibility. Public officials must be held accountable
and, if necessary, penalized for offenses.

Fight against corruption. Eradication of corruption is
imperative for promoting healthy and efficient economic
management.
Individual freedom and collective expression. A free
and responsible press, in particular, is an important pillar
of democracy.
Independence of the legal system. The legal system
must be free from pressure and intervention from political
forces or any other organization, to ensure that its
decisions are independent and impartial.

than exclude, individuals, people and sectors in running
the government.
Information openness which demonstrates that
information is power and truly empowering when placed
at the hands of the citizens.

information exchange through continuing dialogue
between authority and constituency.
Innovative management which is committed to a
culture of excellence sustained by creativity and
innovations.

WHAT IS E-GOVERNANCE?
Re-energized bureaucracy. Governance operations are
now done faster and with less man-hour requirements.
More effective and efficient service delivery. The
installed systems for the identified operations have
improved the delivery of services to the people.
Improve information access. With the systematic
building up databases, building, the BIS is able to get
more reliable and dependable information from the
provincial government thus giving timely and accurate
data.

WHAT IS E-GOVERNANCE?
Greater accountability and transparency. Through
computerized data, the provincial government has an
accurate basis for empowering local governance.
Comprehensive land-use planning. Land-use maps
based on Geographic Information System (GIS) facilitate
the production of tax maps, pollution risk maps, health
services maps, and other applications.
