Objective of AAI HIAL

Safety and Efficiency

Safety and efficiency continue to occupy the highest priorities in
ICAO as they are Strategic Objectives A and D of the Organization.
Communication, Navigation and Surveillance are three pillars
on which safe Air Traffic Services are provided over Indian airspace
and airports.
The development of air navigation infrastructure is important as it
is critical for safety of aircraft operations and capacity
enhancements so that the booming aviation industry can be
sustained without compromising on safety.

In1983, FANS originated as study of the current air traffic
infrastructure and recommend changes to support the anticipated
growth in air traffic over the next 25 years
The FANS committee identified these needs:
Replacement of the current analog radios with digital
air/ground communications
Use of satellite and HF communication systems to provide
communication where deployment of line-of-sight systems
is not practical such as in the oceanic domain
Global Interoperability Network-enabled systems to support
automation in the airplanes and on the ground
Transition to a Global Positioning System (GPS)-based
navigation and landing systems
Installation of flight service automation to enable pilots to
plan and file flight plans without reliance on flight service
specialists.

Communication
10 NAV AID
HIAL

Communications with
ACFT for both voice and
data
HF will be maintained
during the transition
period and polar region
The terminal areas and
for some high density
airspaces VHF& SSR
mode S will be used.

Advantages.
significant reduction of the
transmission time
_ suppression of the errors
_ Suppression of mistakenly actions
on ATC messages intended for
another flight _
_ automatic loading within the FMS
of route , thus avoiding
transcription errors, long and
fastidious manual keystrokes.

Problems with HIAL
GPS
GPS alone does not meet
ICAO requirements for
Accuracy
Integrity
Availability

Nor does it provide the

necessary guarantees that
its signal will be accurate,
available, & safe to use
