Guideline for nominal planning

The target and required level of detail depends on the purpose and usage of the
nominal plan (output of the Nominal Planning task)
Nominal Planning for bid preparation targets on estimation of required number
of sites and generation of nominal network coverage
Nominal Planning for pre-planning targets on selection of nominal site locations,
antenna heights and azimuths (inputs for site acquisition)
Requires knowledge on local traffic conditions, user behaviour and site
acquisition limitations

Nominal Planning Methodology

This working instruction describes only pilot based planning for coverage
Traffic is not taken into account, and capacity of the network is not analyzed
These are taken in to account in dimensioning process

One nominal planning project covers one geographical area (one digital map).

Planning must be carried out in NetAct Planner on Citrix servers, so that the
customer team can also have access to the plan.

STEP-0B
Prerequisites of Nominal Planning

The prerequisites that have to be met before nominal planning can be started are:
A new empty Planner project with appropriate coordinate system, map data
directories and user data directories must exist;
The empty project must have a field named "Activation" associated to
Node Bs, a picklist field with three values: "Unknown", "DEACTIVATED"
and "ACTIVATED";
All antennas that are used in nominal planning must be imported into
Planner database;
If feeders or MHAs are used in nominal planning, appropriate equipment
must exist in Planner database;
A (tuned) propagation model must be configured with appropriate clutter
type corrections for the correct WCDMA band in the Planner project; model
provided by the customer team.

These prerequisites must be handled by Planner administrators (either in customer


team or centre).

STEP-0C
Inputs of Nominal Planning
The inputs (from customer team) to nominal planning are:
Planning area, planning regions & zones as MapInfo .tab polygons;
(optional) Local geographical information for hot spot and no go areas
List of candidate sites locations; (optional) antenna height, azimuth, tilt etc.
Antenna mast heights for areas defined by (MapInfo .tab) polygons;
Type of Flexi/Ultra BS (which defines power, no. of sectors, antenna, etc.);
Network performance parameters (from link budget analysis);
pilot RSCP planning threshold (in dBm)
per service
indoor/outdoor
different area types + polygons defining the areas
coverage limiting service
wanted in plots and colors for thresholds
Coverage percentage + target count + max. no. of additional sites.

STEP-1
Download 3G Parameter XML files

This WI describes nominal planning on a completely new empty project in NetAct


Planner using the 3G Parameter XML files, which contain the recommended cell
configurations.

The latest 3G Parameter XML files can be found at

in the file NSN Parameters for 3G Planning with NetAct Planner, v2.0

Extract each subdirectory from the .zip file into a separate directory on your
computer before starting import of XML files into NetAct Planner.

Import Generic XML Set

Import the complete generic XML set (by


selecting the INDEX001.xml file) from File |
Import | XML.

Select all possible data to be imported


under the Config tab of the import dialog.
Select to replace data during import.

Run Database | Global Commit All after


finishing import.

from Terminal Types

Import Polygons for Planning Areas
The polygon files are included in
the Technical Input/Output Excel

Select the Utilities tab in Planner.

Import planning area polygons


from Tools | Vector Manager.
Right-click the User Vectors
folder and select Import Vector
File. Then locate the .tab file.

Finally, save all vectors and


return to MultiRadio tab of
Planner.

Create Candidate Properties
Create 3G sites into desired locations by creating a tab-delimited ASCII file that
contains the names and coordinates of the sites. The 1st line must include the title
PROPERTYID and titles LON and LAT (or X and Y if Easting/Northing coordinates
are used). Import the file into NetAct Planner from Import | Project Data | Property
Data.

At this point, it may be necessary to verify the correct coordinates of the


candidate properties and polygons by taking a screenshot showing the sites on
Planner map and mailing it to customer team.

STEP-8
Select Prototype Base Stations

After the XML import, the network contains only one imported Base Station
prototype for each Flexi or Ultra Base Station configuration. The available Base
Station prototypes are:
Flexi_20W_1+1+1, Flexi_20W_2+2+2, Flexi_20W_3+3+3, Flexi_20W_4+4+4,
Flexi_40W_1+1+1, Flexi_40W_2+2+2, Flexi_20W_1+1+1+1+1+1,
Flexi_20W_2+2+2+2+2+2, Flexi_40W_1+1+1+1+1+1, Ultra_20W_1+1+1,
Ultra_20W_2+2+2, Ultra_40W_1+1+1 and Ultra_40W_2+2+2

The number of carriers is irrelevant for nominal planning, and the 2+2+2 or 3+3+3
configurations will provide same results as 1+1+1 configurations.

Select correct Prototype Base Station for each area type


Selected Prototype Base Station is defined in Input-Cell configurations sheet in
Technical Input/Output Excel for each area type

Delete all the imported Base Station prototypes that are not used in the project. The
Base Station (and cells, properties and connections) should also be deleted from
the Planner Wastebasket.

STEP-9a
Expand the Network

Expand the network to contain a desired number of base stations by copying one
of the imported prototype Base Stations into the candidate locations.

Use the specified prototype for each different area type


Use the filter to show the properties for each area type separately, if needed

In Site Database (Location View), copy the Base Station prototype, and paste it
separately into each new property (copying and pasting is done by right-clicking).

Finally, click Commit All.

Import Large Network
If the network has a very large number of sites, or if existing base station
parameters must be used for the nominal plan, the Aircoms Power Tool
3G_XL_to_XML can be used for creating new 3G sites from an Excel sheet. It can
be installed from the attached file 3GXLToXML_207.zip.

Note! This tool will initialize only a minimum set of base station and cell parameters,
and the resulting network will be only valid for estimation of pilot coverage. It cannot
be used for realistic Monte Carlo simulations.

The required antennas and propagation models must be imported into the new plan
before this procedure is started.

Import Large Network
The attached Excel sheet Prototypes.xls contains the NSN base station prototypes (one
row per one cell).

Copy the rows of the desired prototype to create as many rows of base stations and cells
as required for the network
If a base station with different number of sectors than 3 or 6 is needed, it can be created
by copying only the desired number of cells from a 3- or 6-sector prototype.

Import Large Network

Then, edit the columns for coordinates, powers, antenna type, antenna mast height, azimuth or
mechanical tilt. Note that the electrical tilt cannot be changed by editing the Excel sheet; it can only
be changed by changing the antenna type. Give unique Property IDs, Node IDs and Cell Names to
different properties, base stations and cells. Do not add, delete or move columns of the sheet!

Import Large Network
In order to use parameters of an existing 2G network plan, generate
in NetAct Planner a filter containing the 2G sites and cells for which
you want to create 3G sites. Use the site reporter to export the sites
and cells in the filter in flat format to an Excel spreadsheet.

Columns for coordinates, powers, antenna type, antenna mast


height, azimuth or mechanical tilt can then be copied from this file
into the Prototypes.xls file (by matching the row order from the
property names).

the 2D View window), and set the page size to A2. Select the Layout as Default left.
