As a result of this training, staff should be able to:
Define Job Development and understand its purpose
Identify and create job development opportunities for job
seekers
Provide a ***123 Job Development Contact service to a
jobseeker
Understand the process for entering a ***E33 Job
Development service to an employer
Document the services via accurate and descriptive case
notes
Comprehend the process for creating a Job Development
Job Order
Job Development

Job development is the process of securing a job


interview with a public or private employer for a
specific
job seeker for whom there is no suitable job
opening in
Employ Florida Marketplace (EFM). If the
employer does
not have a suitable opening in EFM, staff should
make job
development contacts on behalf of the customer.
Job Development
Job Development consists of three major
components:

Service provided to the job seeker

Service provided to the employer


***E33 Job Development

Job Development Job Order


Create the job order
Refer the job seeker
Close the job order with the placement
Job Seeker Skills

The initial phase of job development is initiated


when a
face-to-face meeting with a job seeker reveals
that
he/she has specific skills that may be needed by
an
employer who does not currently have an open
job order
in EFM.
Job Opening
Through a variety of means, staff may become aware of a
job opening that matches the skills of the specific job
seeker:

Employers with whom other customers with similar


skills have self-placed
Registered employers
Personal contacts
External job posting means such as Now Hiring signs,
newspaper advertisements or Craigslist
Employers for in-demand occupations

Contact
The following steps should be carried out to provide a job
seeker
with a job development service:

Conduct a job search in EFM to determine whether the


employer has an open job order matching the job
seekers skills
Upon determining there is no such job order, contact
the employer to inquire of a job opening matching the
customers skills
If the employer has an available job, arrange a job
interview for the customer

Contact
Contact the customer to advise of the
scheduled interview (if the customer is not
currently present)
Enter the ***123 Job Development Contact
service to the job seekers profile
Enter a case note titled Job Development that
identifies, at a minimum:
The job seekers skills
The name of the employer to whom the job seeker was referred
The name of the contact person with the employer
Example Case Note
Example of a Job Development Contact Case Note:

Bryan Smith has skills and previous work history as an


A/C
Technician. On 12/2/11, contacted Brandi Tompkins of
Southern
Comfort at (850)555-1212. Arranged for an interview for
Bryan, with
Brandi Tompkins, for an available A/C Technician position.
Southern Comfort does not currently have an open job
order in
EFM matching Bryans skills. The interview is scheduled
for 12/10/11

***E33 Job Development
The following steps should be carried out to provide the
employer
with a job development service:

Contact the employer on behalf of the job seeker to


arrange an interview
Note: It has already been determined that the employer does not have
an open job order matching the job seekers skills
Determine whether or not the employer is registered in
EFM
If the employer is not registered, obtain the necessary
information from the employer to complete the
registration
Business Services Representatives can assist, if needed
***E33 Job Development
Contact a Business Services Representative and
provide them with the employers information so
that they can perform the following:
Enter the ***E33 Job Development Service to the
employers Service Plan in EFM
Enter a case note titled Job Development that
explains the conversation with the employer and
identifies, at a minimum:
- The name of the job seeker
- The job seekers skills
- The name of the contact person with the employer
Example Case Note
Example of a Job Development Case Note:

The employer was contacted regarding Bryan


Smith who
has extensive a/c technician skills and work
experience.
Brandi Tompkins indicated they are hiring for an
A/C
Technician and agreed to interview Bryan on
12/10/11.
The employer does not have an open job order in
Final Steps

When the job seeker and/or employer verify that the job
seeker has been hired, a Job Development Job Order
should be written.
The job order should be written in accordance with the Job
Development Procedure (WPY-PR-0010)
The job order should be entered as Staff-View Only with only one
position
The job order must be entered on or after the job seekers start date
Business Services Representatives must handle these steps

Refer the job seeker who received the job development


service
Only one job seeker should be referred
Final Steps

Business Services Representatives will record


the placement
Ensuring the placement is recorded the same
day the job order is created
Only one placement should be recorded
against the job order
Review the job order and verify that it is
closed Fully Placed

In Summary
We can all do our part to create job opportunities for customers
and ensure EFM reflects our work
It is vital that all required components are correctly documented in
EFM
The Job Development Contact (123) service must be provided prior
to the date the job seeker started employment
We must ensure that the case notes reflect the job being
developed as a result of our actions
We must document job development services provided to job
seekers and employers even if the service does not result in
employment.
If the job seeker is not hired, a job development job order is not
created
