Basis
Purpose
This procedure outlines the key responsibilities of Site Management in managing
personnel in Supervisory positions, Technician and Helper level.

PSM Job specific experience.


Minimum Level
Requirements Knowledge and skill in managing process safety

Departmental Managers are responsible for developing and implementing


guidelines regarding management of personnel change
Minimum number of personnel for each group

Developing guidelines to maintain specific process experience

Develop guidelines to manage knowledge and skill

Provide appropriate training to personnel

Testifying new personnel on there skills and knowledge to PSM

Newly appointed personal must demonstrate there proficiency within three months.

Review of personnel changes to ensure adequate coverage

Each Department shall consider defining and documenting minimum technical
staffing for their area for process safety needs.

Defining Minimum Requirements

Department managers shall establish goals for review, at least once in 02 years,
the current level of Job Specific Experience, Knowledge and Skills.
Experience level should be utilized when reviewing the potential impact of any planned
changes in the Department.

Staffing requirements may be higher or lower than the established Minimum


Staffing levels depending on variables such as:

What areas are operating or shutdown?


The level of anticipated work during the shift/day.
The level of personnel experience.
Unusual conditions, such as test run, planned shutdown/start-up.
Work restrictions of individuals.
Emergency Squad staffing requirements.

Functional Groups

Managers

Management progression positions, the numbers needed to be available in each groups


must include movements for career development.
There should be general limits for tolerable losses of personnel at the same level in similar
functions within a certain length of time, responsibility lies with Manager of the group.

Supervisors, Technicians & Helpers:

STH personnel must be qualified for all the jobs they work independently as per skill
certification process
Train newly assigned personnel in:
Principles and features of process safety
PSI for their process area

CRITERIA FOR NEXT POSITION AND DEVELOPMENT PLANS

Define Criteria for Next Position


Criteria for a person to take the next position shall be defined in terms of:
Educational Qualification
Experience requirements etc.

Developmental Plan
Anticipate Changes:
All Managers shall anticipate changes in the man-power / personnel
Each Operating Area and Department shall forecast, once in 02 years, any personnel changes
expected to occur over at least the next three years.
The Plan:
Developing the needed people and preventing the available numbers from dropping below
the targets in the future
Department Manager will establish goals for and review, on at least once in 02 years, the
current level of process specific safety experience and percentage of the work group fully
qualified in their Department.
If experience is forecasted to drop below acceptable levels Department Manager should
consider options
Backup Plans
There must also be a backup plan for actions if numbers drop below the minimum required
