CSC reminds govt employees
to observe working hours
Under Section 5, Rule XVII of the Omnibus Rules
Implementing Book V of Executive Order No. 292,
all government officials and employees are required
to render eight working hours a day for five days a
week, or a total of 40 hours a week excluding time for
lunch. The normal working hours shall be from 8
AM to 12 NN, and 1 PM to 5 PM.
Reminder and Warning
Those who fail to observe the eight-hour workday
through consistent tardiness, undertime, and
loafing from duty during office hours may be
administratively charged and penalized with
suspension or dismissal from service pursuant to
civil service law, rules, and regulations.

The CSC urged all government agencies to adopt


appropriate mechanisms to strictly monitor and
record attendance of employees such as the use
of biometric time clocks and other forms of
attendance systems.

The Commission also reiterated the provisions under
Republic Act No. 9485, or the Anti-Red Tape Act,
stating that frontline service offices should ensure that
clients who arrive at their premises within official
working hours, including noon break, should be
attended to and served. Appropriate working schedules
for employees such as rotation system or sliding flexi-
time shall be implemented to ensure that these offices
are adequately manned during lunch and snack break.

to offset non-completion of the eight-hour workday.
ON THE POLICY
CONCERNING THE 6-HOURS
ACTUAL TEACHING OF
PUBLIC SCHOOL TEACHERS

Memorandum No. 291, s. 2008 (Guidelines for the Implementation of CSC
Resolution No. 080096 on Working Hours for Public School Teachers)
Provisions
1. Public school teachers are not exempt from
rendering services of 8 hours per work day;
2. However, a mechanism exists allowing teachers
to render 6 hours actual teaching work inside the
school campus and may render the remaining 2
hours outside the school for teaching related
activities, provided that all requirements of law
are complied with;
3. DepEd Memorandum No. 291, s. 2008 and DepEd
Order No. 16 s. 2009 allows teachers to render
6hours actual teaching work inside the school
campus and to spend the remaining 2 hours per day
outside of the school campus to prepare and/or
perform the following:
Lesson plans, action/work plans, instructional materials, evaluation /
assessment of rubrics;
preparation and checking of exercises, recording of academic performance
and classroom accomplishments;
conduct of research;
attendance to seminars, workshops and similar programs;

attendance to seminars, workshops and similar programs;
counseling, mentoring, coaching of students including official home visits.
consultation and conferences with parents;
performance of coordination activities and recognized community social
services; and
participation in the improvement and maintenance of school facilities

It is expected that no one shall be late in submission

4. The mechanism for the above mentioned 2 hours
work done by teachers outside the school premises
shall be agreed by the principal with the teachers,
parents and students, preferably through the School
Governing Council or any established mechanism
for school community partnership;
5. To ensure that the 2 hours for teaching related
tasks are fulfilled by the teachers, each teacher
shall prepare a Monthly Plan of Activities to
carryout these tasks to be approved by the school
principal. The enclosed suggested template for the
"Monthly Plan of Activities to Perform Teaching
Related Tasks" may be used and;

It does not necessarily mean that the activities shall be


reflected everyday.
6. To address concerns relative to proper entries on
the Daily Time Record, the duly approved Monthly
Plan shall likewise be an authority for teachers;
after rendering 6-hour actual teaching to leave the
campus on official time.

If you have a class which will start at 6:00 A.M, what is the risk if
your time in is exactly 6:00 A.M?

If you have the last period at 8:00 P.M., what is the danger if your
time out corresponds to the official time like 8:00 P.M?
7. It is being clarified that the actual teaching load
refers to the time a teacher has been scheduled to
hold classes in a given school day. In cases where
class meetings are not scheduled on a daily basis,
the 6 hours actual teaching shall be deemed
fulfilled once the total teaching learning activities
facilitated by the teachers totals 30 hours or (1,800
minutes) per week;
8. A teacher assigned as class adviser or who handles
special assignments such as, but not limited to; school
paper moderator, gets a one or more hours load credit.
A teacher assigned to do multiple special advisorships
shall be entitled to a one hour load credit. This means
that class advisers or teachers with special assignments
equivalent to one (1) hour shall facilitate teaching
learning activities for 5-hours per day.

ON COMPENSATING
SERVICES BEYOND
OFFICIAL TIME
1. Every employee required to render service during
holidays or non-working days shall be granted
Compensatory Overtime Credit /Service Credit
commensurate to the actual time service has been
rendered.
a. A teacher assigned to facilitate learning activities beyond 6 hours
per day shall be entitled to service credits for every accumulated 6
hours of actual teaching overload as equivalent to one day service
credit.
b. ln schools implementing more than single shift, the head teacher or
school head shall render services for 8 hours a day only. The schedule
of the head teachers shall be set on staggered bases.
2. Every employee required to render service during
holidays or non working days shall be granted

commensurate to the actual time service has been
rendered.

On Government Office Hours, Sections 1 to 5, Rule


XVII, Omnibus Rules Implementing Book V of
Executive Order No. 292 provide:
SECTION 1. It shall be the duty of each head of department or
agency to require all officers and employees under him to strictly
observe the prescribed office hours.
SEC. 2. Each head of department or agency shall
require a daily record of attendance of all the
officers and employees under him including those
serving in the field or on the water, to be kept on the
proper form and, whenever possible, registered on
the bundy clock.

Service in the field shall refer to service rendered outside


the office proper and service on the water shall refer to
service rendered on board a vessel which is the usual place of
work. not related to teaching
SEC. 4. Falsification or irregularities in the keeping of time records
will render the guilty officer or employee administratively liable
without prejudice to criminal prosecution as the circumstances'
warrant.

No need to edit the entries in the biometrics for


purposes of fairness.
No offsetting in terms of minutes and hours. deductible and
reportable for sanction if habitual and could affect the performance
which might lead to dismissal based on existing CSC rulings.
SEC. 5. Officers and employees of all departments and agencies
except those covered by special laws shall render not less than eight
hours of work a day for five days a week or a total of forty hours a
week, exclusive of time for lunch. As a general rule, such hours shall
be from Eight Oclock in the morning to Twelve Oclock noon and
from One Oclock to Five Oclock in the afternoon on all days except
Saturdays, Sundays and Holidays. ------ as applied to teachers.

However, due to the need to conduct shifting, the start of work such
as 6:00 A.M or the like will be the basis for counting the 8 hour plus
(1 hour break)
On Frequent Unauthorized Absences (Habitual
Absenteeism), Tardiness in Reporting for Duty and
Loafing from Duty during Regular Office Hours, Section
22, Rule XIV, Omnibus Rules Implementing Book V of
Executive Order No. 292 provides:

An officer or employee in the civil service shall be considered


habitually absent if he incurs unauthorized absences exceeding
the allowable 2. 5 days monthly leave credit under the Leave
Law for at least three (3) months in a semester or at least three
(3) consecutive months during the year.
In case of claim of ill-health, heads of departments or agencies are
encouraged to verify the validity of such claim, if not satisfied with the
reason given, should disapprove the application for sick leave. On the
other hand, in cases where an employee absents himself from work
before approval of the application, said application should be
disapproved.

In the discretion of the Head of any department, agency, or office,


any government physician may be authorized to do a spot check on
employees who are supposed to be on sick leave.
Public office is public trust.
