PATHOS :

We are pained to convey that traditional


cultural fair Nauchandi - an event which
has singularly been the very identity of our
city since centuries, is gradually being
choked to death.
Certain FACTS
Globally there is an irreversible trend towards increasing
urbanization and India is no different.
As per the 2011 census 31.5% of Indian population lived
in the urban areas and in the next one it is likely to touch
40%.
Although the urban sector contributes more than 90%of
total government revenues, yet only a fraction of this is
ploughed back.
The result is that despite their growing importance in the
economy, they are underinvested in and growing to be
urban chaos rather than the world class cities that they
aught to be.

Meerut is an ancient city having the second largest
army cantonment of India
This is sixteenth largest metropolitan city in India
Meerut is ranked 242 in the 2020 projected list of
Largest Cities in the world.
Amid India's prospects this is the fourteenth fastest
developing city.
Meerut is placed on rank 63 for fastest urban area
growth in the world.
Meerut is a world class producer of Scissors , Cricket
Goods and prime manufacturer of Gold Ornaments.
Meerut is the Education hub of Western UP and placed
among the top Education cities.
Citizens for City
An Initiative by the Federation For Development
Without the involvement of citizens as true stake holders,
sustainability is impossible.

Under the present scenario its the priorities governed by


the political agenda that are formulated & framed by the
planners.

Let us initiate a new chapter of public-administration


combine create their own forum and discuss what is
consensus perception of the evolving city.

NAUCHANDI
The show case of UP

As we wish it to be !
Numerous melas (fairs)
are held around the
country but there is
nothing like the Mela
Nauchandi of Meerut.

It started way back in


1672 AD as a one-day
affair, mainly for cattle
traders.
Significantly, the mela is a
rare symbol of communal
harmony with Hindu and
Muslim shrines Navchandi
mandir and the dargah of
Muslim saint, Bale Mian
lying close by.

Visitors pay obeisance at


both the shrines irrespective
of the religion they belong to.

The fair has its own history


and numerous legends and
stories are woven around it.
Since then, mela has undergone many changes. Cattle
trading has been replaced by a multitude of activities
a mixture of religious fervor, commercial activity,
artistic creativity and rustic merriment.
However, even as
it evolved and met-
a-morphed itself ,
it has not been
able to keep pace
with the dynamics
of change all
around ..
At best in the name of cultural heritage
it has remained but a peasants affair
catastrophically looked down by the
elite and not desired even by the
middle segment of society today ~
Current Problems :
1. Conflict of interest between Zila Panchayat the
custodian of once donated land and the Nagar
Nigam in whose region of jurisdiction the land
has come within.
2. No use of land for nearly 10 months
encouraging increasing encroachment over the
major area, as also the paucity of parking
arrangement and maintenance issues for the
already depleted auditorium.
3. Poor management and marketing has
deteriorated the entire event to an extent that
even middle segment of the city has lost
interest.
But even as we propose to re-incarnate the
facility .
The motive is neither to deprive
the common man of the fun &
frolic of nauchandi - as it has
been
Rather we aim to up grade even
the fair so that it is not a wasted
effort
So that it continues to contribute
to business , like it once did
So that we pass on to the
coming generations an event well
preserved, well nurtured and well
intended
Also it must be borne in mind that we have no
intentions to undermine its cultural heritage much
on the contrary we want it to have an advanced
cultural centre much on the lines of the Bharat
Bhavan at Bhopal. Theater Drama Dance
should all continue round the year providing the
talent of the region a class facility to nurture &
express themselves.
Let us begin with sharing our vision for
transforming the sprawling landscape and
lay-out the greens & passages encircled
with a boundary

The activity is
proposed as
Phase I

expected to

Rs. 14.2 cr.
The facilities that we
propose to develop in the
Phase II include :


Pavilions
Pavements
Hangers
Toilets
ETP
&
Food - Courts

in tubular structure

The module can be


standardized and be
flexible to expansion .
The cost expected is
about Rs. 52.00 Cr
..bigger & better pavilions may then
assume shape in Phase III
Semi covered structures would provide local
craftsmen and shops an ideal arena
..also let Patel Mandap represent a
cultural centre bustling with activity
all the year through
Let the shrines develop to acquire
new dimensions
.. And create an
environment that
exuberate prosperity

The activity may
then continue round
the year benefitting
all industries &
exports in particular
The conference
facility & a
business centre,
is in our scope as
well for
without these the
initiative would
be incomplete,
the artisans centre may bear a
hallmark of elite ethnicity
and the
Craftsmanship
be shown to
the world
Desired Specifics : -
1. A sense of "communitymaking Exhibition hallways
serve as a Main Street, enabling people to move at ease.
2. Must create an outstanding and memorable experience
for all involved..
3. Should allow for the maximum amount of flexibility in
order to accommodate the widest variety of activities
possible.

we proposes an over all area of 38,665
square meter - including both exhibit and
open/semi covered support space.

PS : The estimates are from 2012 need
upgrading
A separate board is
proposed to be made
to manage the affairs
of the transformed
format of Nauchandi ,

Our contention is not


to challenge the
ownership but take
up the challenge for
development.
The new board is proposed to comprise of
11 to 15 members with a minimum of two
from each of the following :
- by virtue of holding certain expertise
- by virtue of holding an elected portfolio
- by virtue of holding Govt. administrative office
- by virtue of being direct stake holders as in PPP
- by virtue of being specially so desired by the
members on the board
...and endeavor to bring the International
flavors to our Global village too
The draft proposal as discussed
herein today, is likely to attract an
investment to the tune of Rs. 68.20 Cr
