The Problem
This part elucidated why did White and Wilson
refrained from creating a book for Public
Administration
They think that creating things like this would
not entirely benefit the United States to
further improve its governance among the
people.
On the grassroots level, before going to the
big thing, one must examine first what would
be the outcome of creating a book fully
dedicated for Public Administration
there is no market demanding this kind of thing
Their country would not benefit from it because
the only people that would be interested are
foreign students studying in the United States
The Solution
They thought that if Public Administration
cannot be fully understood by everyone, they
should make a way for it happen:
they first distinguished politics from
administration
they individually took an effort to make
discussions of the two topics and the result would
be an introduction to Political Science and Public
Administration
