Antecedentes
En el marco del Artculo 18 de la Ley de Hidrocarburos N 3058 YPFB
constituyo, organizo, instalo y se encuentra operando el Centro Nacional
de Medicin y Control de Produccin y Transporte de Hidrocarburos,
CNMCH, adems, que el CNMCH controla los volmenes y composicin
de hidrocarburos producidos, a travs de sistemas de medicin del tipo
SCADA.

En este mismo marco el Gobierno Autnomo Departamental de

Cochabamba, esta realizando labores de Control y fiscalizacin a toda
la cadena productiva Hidrocarburfera y en particular a la Produccin de
Gas y Petrleo con la implementacin del Programa de Fortalecimiento
al Control y Monitoreo de los Hidrocarburos mediante el Sistema Satelital
SCADA.

Antecedentes
Actualmente la sala de control del Centro Nacional de Medicin y
Control Hidrocarburfero (CNMCH) de YPFB, con base en Villa
Montes, Tarija, supervisa ms de 300 puntos en tiempo real de la
produccin nacional de hidrocarburos, transporte, almacenamiento y
comercializacin de gas y lquidos, como la exportacin de gas a
Argentina y Brasil.

El 29 de junio de 2014 YPFB ha realizado la migracin de sus datos al

satlite Tpac Katari que ofrece una mejor seal a las mas de 140
estaciones remotas de YPFB y a la estacin maestra de Villa Montes,
cumpliendo las pruebas realizadas por la Agencia Boliviana Espacial
(ABE) con un servicio de ancho de banda mejorado de 3 MHZ a 5 MHZ,
realizando la conexin satelital de manera efectiva.

Se valoriza la produccin es decir analiza al 18% de las regalas.

Finalmente se disponen de dos informes desarrollados por el
Ministerio de Hidrocarburos y Energa:

1.Liquidacin de Regalas y participacin al TGN.- En funcin a

la Ley de hidrocarburos N 3058 y D.S. N 29160: YPFB paga
las regalas y emite las liquidaciones a nivel campo.

2.Estado de cuentas.- Pago efectuado por YPFB al GADC a

travs del D.S. N 29528: se difiere el pago a 90 das despus
del mes de produccin en una sola cuota.

Cochabamba de toda la produccin de Petrleo, condensado y Gasolina Natural a nivel nacional en 2014 aporta
con 8,25% es decir 1.903 Kbep (5.206 bbl/da) de los 23.065 Kbep (63.100 bbl/da) producidos a nivel nacional que
en comparacin al 2010 disminuyo su participacin en ms de la mitad.

Cochabamba de toda la produccin de Gas Natural a nivel nacional en 2014 aporta con 3,33% es decir 4.454 Kbep
(2,04 MM m3/da) de los 133.903 Kbep (61,34 MM m3/da) producidos a nivel nacional que en comparacin al
2010 que fue de 6,27% disminuyo su participacin en ms de la mitad.

Bbl y grasas a 8000 Bbl.
