General
The coming standard IEC 62271-200
will replace the existing IEC 60298
Final Draft has been voted end of September 2003
standard should be published end of 2003
Scope
prefabricated assemblies (factory-assembled), gathering
components within a metallic enclosure
1 to 52 kV
AIS - GIS - OIS
P< 300 kPa (3 bar)
The standard includes partially the requirements of the IEC 60694
"common clauses for high voltage switchgear and controlgear"
It adds specific requirements specific to metal-enclosed switchgear

Why specifying according to standard

General
shared language between manufacturer and customer
available offer : fast and reliable quotations and manufacturing, to
cover the main part of the market needs
demonstrated performances: design is qualified by the type tests
reproductivity of these performances: industrial production process
and validation by routine tests

performances and production

Why specifying according to standard

Metallic enclosure:

it provides
a segregation: outdoor/indoor or indoor/indoor, for
contribution to personnal safety
protection against external influences
continuity of service during maintenance operations
a current carrying capability, for
the limitation of the touch voltage under fault situations
the cancellation of any electrical field outside the switchgear
under normal operation

Schneider goals during the revision process
Achieved:
incorporate clearly oil-insulated solutions in the scope
to cover Satia project
to block or hinder the "pad-mounted" solutions
introduce a definition of "metal-enclosed" and related characteristics
clarify the class designations
introduce accurate information on earthing circuits
introduce fair tests for pressurised compartments
question for SM6 and bursting areas
clear the meanings of covers, partitions and bushings
SM6 was considered as non-compliant by ENEL...
Introduce internal arc fault as optionnal type test
to prevent discussing the procedure with customers
to allow better comparison and reproductability

The "internal arc fault" performance becomes an optionnal rated
performance
defined by the manufacturer, if he chooses so

no more "agreement between manufacturer and user"
test procedure is completely defined in the standard

according to conditions below:

rear : access restricted

Test procedure is defined and mandatory:
sample to be tested
