BLACK SPOT IDENTIFICATION (ASI)

Locations where the road accidents repeatedly take place or tend

to cluster together are commonly known as Accident Black Spots
or Black Spots.

Hazardous Spots are prioritized based on Accident Severity Index

(ASI) and Standard Deviation.

Hazardous spots with Accident Severity Index (ASI) more than

Threshold value (Average Severity + 1.5 times Standard Deviation)
is considered as Black Spots.
BLACK SPOT IDENTIFICATION (ASI)

Accident Severity Index (ASI):

In order to quantify the criticality of an accident site, a system of assigning scores has been
adopted based on the severity of accident.

The score termed as Accident Severity Index (ASI) is a dimensionless value indicating the
hazardousness of a spot on the road.

ASI = (Nf x Wf) + (Ng x Wg)

Nf = No. of fatal accidents at the spot;
Wf = Weightage assigned to fatal accident = 7;
Ng = No. of grievous accident;
Wg = Weightage assigned to grievous accident = 3.

{Note: minor injury & non-injury are not considered}.

Definition of Black Spots
With respect to Works Department OM No. R. Misc. /123/2016/14017 Dated 15.11.2016 on the basis of OM of
Govt. of India (Ref. RW/NH/15017/109/2015/P&M (RSCE) dated 28.10.2015 , the black spots on SHs and MDRs
have been defined as per following :

Road accident black spot is a stretch of about 500m in length in which,

Five road accidents involving fatalities/ grievous injuries took place during last
three consecutive calendar years
or
Ten fatalities took place during the last three calendar year
Identified Black spots based on accident data [ 2013-2015]
On State Highways : 64 Nos.
On MDR : 15 Nos.
On ODR : 9 Nos.
On ULB Road: 1 No.
Total = 89 Nos.
Short-term and Long-Term action Completed on 40 Nos. Black spot stretches.
Long-term actions on 41 black spots on SH-10 will be completed soon.
At the end of 31.12.2017 , 83 black spots shall be removed.
In 2018 March, Long-term actions on balance 6 Nos. will be completed.
