Overview
Right now the current user & traffic (especially for PS services) from all of Indosat 3G
network has increasing rapidly and the situation its effect to the network capacity and will
impact to the customer perception. For Indosat 3G huawei right now using the RNC
version 1.7 that has some of feature to improving the network capacity.

Current Network Code Congestion
To know the numbers of RRC Connection Rejects due to Radio Resource
Congestion (Cell) in the network Huawei, using the counter
VS.RRC.Rej.Code.Cong

Description
Each of the above items provides the number of RRC CONNECTION
REJECT messages from the RNC to UEs in a cell due to radio resource
congestion after receiving RRC CONNECTION REQUEST messages
from the UEs, as shown below.
Measurement point
The measurement is triggered at point A as shown in the figure, that
is, when the RNC sends an RRC CONNECTION REJECT message to
a UE.
The RNC measures the items by the cells the UEs camps on and by
the causes for RRC connection reject.

Decrease the BE Guarantee BE Rate (GBR)

Decrease the BE Guarantee BE Rate
(GBR) in DCCC Algorithm
Upsize and downsize the data rate of the best effort (BE) services, (i.e.
interactive and background) in the CELL_DCH RRC state current status
BE service set to 64 Kbit/s

Decrease the BE Guarantee BE Rate
(GBR) in DCCC Algorithm
The SF factor for PS 64 Kbps if we see consumed more higher SF code (see below
table) so we propose to decrease the GBR to 32 Kbps. To ensure this setting is not
effect to the KPI need to monitor it before & after implementation and this setting
effect to customer perception throughput since it will decrease the minimum GBR.

HSDPA Dynamic/Automatic Code Allocation

The dynamic/automatic code allocation algorithm/configuration is manage the


HS-PDSCH code that not use during the specific time so it can make use to other
service and make the HS-PDSCH code use efficient. Current configuration for the
HS-PDSCH code in Indosat 3G network is set to manual/static
