Rule 3: Safety Precautions for work on

3.2
i. The Plant and/or HV Apparatus shall be released from the
service by the Plant Operator, who shall record its release
ii. The Plant and/or HV Apparatus shall be isolated. When Isolating
Devices are used they shall, where practicable, be immobilized and
locked. All points of isolations shall be tagged.
iii. For work on HV Apparatus, Primary Earths shall be applied within
the isolated zone and, where reasonably practicable, immobilized
and locked. All Primary Earths shall be tagged

a level which avoids Danger and where drains could give rise to

3.2
v. Where Danger could arise from pressurization, the Plant and/or HV
Apparatus shall be vented to atmospheric pressure and where
vents could give rise to Danger they shall be tagged and where

shall be purged if the residue of contents could cause Danger. For

action shall be taken to contain or dissipate this energy safely e.g.
11 KV breaker, after being racked out, is given command of “ON
and OFF” to release energy of spring force

3.3
When work is to be carried out on Plant and/or
HV Apparatus, and it is essential to restore
supplies for certain work during the period the
Permit is in force, the following additional
Precautions shall be applied:
i. An Approved written procedure specifying the
requirements necessary to maintain Safety
from the System whilst supplies are restored,
shall be provided and observed
ii. No other Permit shall be in force on the same
items of Plant/or HV Apparatus
3.4
When testing is to be carried out on Plant and/or HV Apparatus,
supplies may be restored or Primary Earths removed when
necessary to facilitate such testing and Safety from the System shall
be achieved by the application of the following additional
precautions:
• The Plant and/or HV Apparatus on which testing is to take place
and nature of testing shall be defined on the permit
• No work other than work of minor nature essential to the
completion of testing may be carried out
• Essential supplies which are necessary for testing to take place and
which may be restored shall be defined on the Permit
• Primary Earths applied within the Isolated System, which may be
removed to facilitate testing provided Safety from the System is
maintained, shall be identified on the Permit

v. No other Permit shall be in force on the same items of


Plant and/or HV Apparatus
vi. The Acceptor shall:
a) personally instruct the removal and re-application of
those safety precautions which may be varied
b) Be responsible for maintaining Safety form the System
when Safety Precautions are varied
c) Provide Personal Supervision during the testing and be
responsible for all matters of safety concerned with the
test
Rule No.3: Safety Precautions for
work on MV and LV Apparatus
