Recommendations
To reduce Code Utilization need to Increase dlcodeadm parameter.

To reduce Power Utilization Increase pwradm, upgrade license capacity.

To reduce DL/UL Hardware Utilization need to Increase dlhwadm/ ulhwadm, add

extra RAX cards.

To reduce MP Load need to add GPB cards.

To increase insufficient licensed capacity in the RBS need to Upgrade CE

License Capacity.

For RRC Setup Failure after Admission need to check Transmission Media ,
AAL2 failure, Iub congestion etc.
