Laws
According to St. Thomas Aquinas, law is an
ordinance of reason promulgated for the
common good by one who has authority over
society
Law is any enactment of a norm by the
sovereign in a particular society.
Norm is a behavior that ought to be,
namely, what must be done, what must not
be done and what may be done.

Police Power is the power of the
government to regulate behaviors and
enforce order within its territory, often
framed in terms of public welfare,
security, health, and safety. The exercise
of police power can be in the form of
making laws, compelling obedience to
those laws through physical means with
the aim of removing liberty, legal
sanctions, or other forms of coercion and
inducements.
