EXECUTIVE SUMMARY

The given task of the Department of Environment and


Natural Resources (DENR), efforts of Community
Environment and Natural Resources Office (CENRO)
Lianga in the implementation of Upland Development
Program (UDP), catalyze the improvement of activity of the
upland and coastal areas, creating incomes for the poor, and
mitigating hunger in living highly vulnerable population.
Much of the program objectives, we believe it gained in
the reduction of poverty incidence and bring the much needed
progress in the coastal and uplands can also be our way of
mitigating climate change.
The report presents the accomplishment of CENRO
Lianga set in conformity with the Work and Financial Plan on
the allocated hectarage of the Upland Development Program.
PROJECT BRIEF
The Upland Development Program covers for development
within watershed inside the CBFM area of SAMMILIA
Federation of Peoples Forest Development Cooperative and
Mangrove areas in the coastal barangays of the Municipalities
of Barobo, San Agustin and Marihatag.

RATIONALE
A major breakthrough to overcome constraints in poverty
alleviation and improve socio-economic conditions in the upland
communities is a successful upland development program
implementation by way of the major developmental components
of the project, needs strong information, educational
communication, support for it to be understand, accepted and be
part of everyones consciousness.

To address the demand for upland development


pursuant to Executive Order No. 606 series of 2007 and
Memorandum Circular No. 2008-04, technical communications
and development oriented personnel should be tapped at the
following levels, Regional, Provincial, Municipal and community
including state colleges and universities and other civil society
organizations. Having these teams, will ensure that there will be
knowledgeable, skilled and readily available people to provide
Upland Development Program information whenever and
wherever such information is needed.
OBJECTIVES
The investments under the program aim to attain the following
objectives:
1. To create immediate additional incomes for upland/coastal
households of the Three Municipalities in support of the Hunger
Mitigation Program, and supporting the development of
sustainable livelihoods;
2. To develop and manage watersheds of irrigation and municipal
water systems, headwaters of major river systems particularly in
Hubo River at Buhisan, San Agustin and Marihatag River at
Mahaba, Marihatag all of Surigao del Sur, and mangrove, coastal
zones in the municipality of San Agustin, Marihatag and Barobo.
3. To pump-prime the local economy in the uplands where
investments are made;
4. To demonstrate measurable and verifiable positive effects on
the environmental services, including water, soil conservation
biodiversity conservation and climate change mitigation and
adaptation.
TARGET AREAS/ACTIVITIES
The targeted areas of the program and development activities are
upland, mangrove/coastal areas of the Municipalities of Barobo, San
Agustin and Marihatag which is priority as:

1. Upland areas of the provinces identified as priority under the


Hunger Mitigation Program;

2. Watersheds of irrigation systems and municipal water systems;

3. Headwaters of major river systems;

4.Highly vulnerable protected areas and protection forestlands; and

5. Such other areas identified as priority by local communities and


LGUs concerned.

IMPLEMENTATION STRATEGIES/SCHEMES
1. Preparatory Phase
Identification of Potential Areas and empowered CBFM POs within the
context of participatory bottom-up land use planning starting at the barangay
level, identification and delineation of potential areas of this program are form
part of the strategy for upland development. Assessment of different land uses
such as for farming among others are also being undertaken.
2. Conduct of Coordination and Consultation with PENROs/CENROs and
Identified POs
A timetable plan is set for the consistent monitoring and field validation of
the project in coordination/consultation with PENRO Surigao del Sur and
identified POs of the project as to support services of different technical
working groups in the implementation of the program.
3. Implementation Phase

The operationalization and implementation of Upland Development


Program are consistent with the principles of Sustainable Forest Management
(SFM) guided by co-management, convergence and participatory governance
to come-up with better result.

PROJECT OUTCOME
1. Alleviated the economic conditions and socio profile of the empowered CBFM
POs along coastal and upland project beneficiaries.

2. Developed and managed watersheds of irrigation and municipal water systems,


headwaters of major river systems of Hubo Watershed area located at Buhisan,
San Agustin, Sds and Marihatag Watershed at Mahaba, Marihatag, Sds; and

3. Rehabilitation of selected inadequately stocked mangrove areas at the three


municipalities namely: Marihatag, SanAgustin and Barobo Surigao del Sur.
4. Pump-primed the local economy of the three municipalities;

5. Demonstrated measurable and verifiable positive effects on the environmental


services, including water, soil and biodiversity conservation and climate change
mitigation and adaptation thru reforestation, agroforestry and assisted natural
regeneration.
ISSUES, CONCERNS AND PROBLEMS ENCOUNTERED
Problem encountered in the field was part of the UDP identified for agro-forestry was
outside the CBFMA jurisdiction of SAMMILIA, however the PO beneficiaries are living within
barangay of Mahaba inside the project.

ACTION TAKEN TO RESOLVE THE IDENTIFIED


ISSUES
The PO were advised to look for alternate area intended for agro-forestry component of
UDP.

LESSONS LEARNED/GAINED

The PO beneficiaries socially accepted the Upland Development Program (UDP) project
for reason that it is the answer for their felt needs in poverty alleviation, employment generation,
advocate and educate empowered peoples organization in forest resources sustainability.
RECOMMENDATIONS
It is recommended that there is a continuous program/project
on the upland and mangrove/coastal areas specifically on the
current targeted areas for development.
