POLITICAL CRIMES
POLITICAL CRIME.
Refers to conspiracy and challenges to
political rulers or sacred authority. At
one extreme crime such as treason,
sedition and terrorism. The scope of
crime can be less direct to overthrow
the government.
TERRORISM AS POLITICAL INSTRUMENT
Government depends on the power
exercise by the incumbent like in
Marcos administration; who come to
impose terroristic acts designed to
compel obedience to their rules.
ROSS TWO PRACTICAL CONSIDERATION
OF TERRORISM
1) Terrorist use both criminal activities
and organizations to accomplish
political objectives.
2) Encounter CJS even through primary
purpose is not to commit crime.

TERRORISM
International terrorism crosses national
boundaries, ex. al qaeda (9-11) &
hezbollah (first Islamic resistance
groups to use tactical suicide bombing
in the Middle East).
TYPES OF TERRORISM
1. Anti colonial- used by european
colony as tactic, targeting colonial
administrators, foreign nationals
and nation sympathetic to colonial
powers.
2. Ideological- used rhetoric of
anticolonialism.(MOTIVATE)
3. Religious- introduced a cosmic (relating
to spiritual matters) dimension
to violent
political struggle. “Terror in the Mind
of God”
ROOT CAUSES OF TERRORISM
1. Political edeologicalism- political
scientist defined, the body of ideas
reflecting the social need sand
asoirations of an individual, group, a
class or nature.
2. Religious fanaticism- religion is a
complex phenomenon with many
definition as many as there are
authors articulating its methodology
and theology (Ninian Smart).
3. International kidnappings- to keep
the world critics dumb and blind, it
hides behind the facades of
orchestrated events to radiate an
aura of saving people and deodorize
its hidden agenda.
PATTERNS OF GLOBAL TERRORISM
Africa. In 1999 terrorist attacks as
bombing the US embassies in Tanzania
and Kenya. Two car bombs exploded at
the American Embassies in Nairobi,
Kenya, and Dar es Salaam, Tanzania,
killing 224 people and wounding more
than 5,000 others. Twelve Americans
were killed in the Nairobi blast.
Angola- UNITA was committed several
acts of terrorism on ambushing, killing,
kidnapping, attacking or shooting
aircraft in 1999.
Ethiopia- ogaden national liberation
front rebels on april 3 kidnapped a
french aid worker, two ethiopian staff
anf four somalis.
Liberia- two major kidnappings
occurred on this country in 1999,
kidnapping of dutch ambassador, and
17 union representative.
Nigeria- the gangs abducted more than
3 dozen of oil workers
Afghanistan- in 1999 the north
america, europe, africa, middle east
and south asia use afghanistan as a
training ground and base operation for
worlwide terrorist. The taliban host
usama binladin in nov, 2008 for
bombing of two us embassies.
Pakistan- one of the 3 countries that
maintain formal diplomatic relations
and supported afghanistan’s taliban.
KASHIMIRI is the group that operates in
pakistan.
Philippines- New people’s army, the
orgnization conducted several
ambushes and abductions againts
philippine military and police elements.
ASG- conducting low level attacks and
abductions against citizen in southern
pinas. MILF- largest philippine islamist
separatist group
Usama Bin Ladin- played a significant
role in financing, recruiting,
transporting, and training arab
nationals who volunteered to fight in
afghanistan. During war he found al-
qaida to serve as an operational hub
for like minded extremists.
North America- international terrorist
attack in north america are relatively
rare. In 1999 the US and Canada
cooperated in investigating a
noteworthy incident involving the
smuggling of explosives from canada
into washington state.
WEAPONS OF MASS DESTRUCTION
Can be chemical, biological,
radiological and through (CBRN).
Capabilities of CBRN
1. Lasting disruption and generate
significant psychological impact on
population and imfrastructure.
2. The largest attack involving chemical
weapons was in tokyo, (1995).
