General Mission:
Research on best practices, outcomes assessment, and community
health and development relative to county incarceration.

Specific Mission:
Proof-of-concept for an in-jail adult basic education program that
serves as a screening tool for CITYoutside.

- Screening tool for the initial cohort of CITYoutside participants
(according to educational progress, classification, and likelihood of
successful completion of program)

General Mission:
Reduce rural recidivism rates by providing reentry communities where
people live, work, and learn after leaving county jails.

Specific Mission:
Implement a prototype reentry campus for the Yellowstone County
Detention Facility using best practices for reentry to rural communities.
FollowUP
General Mission:
Provide incubator opportunities for program completers to give back to
local communities in how they live, work, and learn.

Specific Mission:
Connect CITYoutside pilot project completers with entrepreneurial,
home-ownership, and social work opportunities for continued growth.
The Yellowstone County Sheriff, Montana State University Billings, and
several local agencies have expressed interest in Jericho.

This presentation focuses on CITYoutside,


the central component of Jericho.

We currently have the opportunity to implement


a CITYoutside beta-test in Stillwater County, MT.

CITYoutside is a research-based conceptual framework.


CITYoutside
CITYoutside is a research-based community intentionally designed as a space
where cohorts of young men leaving local county jails can live, work, and
learn under a long-term commitment.

New and existing community opportunities are integrated so as to provide


housing, education, and employment for participants. Unique to the project is
the sustainability achieved by forming an industry partner to fund programs.

Participants pass through three phases while mentoring the cohort that
comes after them. Successful completers attain their two-year degree in a
supported field and can prove three-years of solid employment with a
CITYoutside Industry Partner. They are ready to contribute to communities.
