Downsizing refers to the process of reducing the size of workforce

downsizing helps to cut costs. Some companies also layoff a
percentage of low performers every year to maintain a competitive
and efficient work force.

 By restructuring the organization
 Between 1950 and 2007, the PLA implemented 10 force reductions. When the
PRC was established in 1949, the PLA had 5.5 million troops

 In terms of the force reduction that had been under way for several years,
involves removing from the PLA's role or mission a number of activities that
are not really the focus of a military force - things like border guard duties, or
internal security activities. The Army has cut a number of combined corps,
and set up units with new and high-tech weaponry and equipment.
 Strengthening the PLAN, PLAAF, and Second Artillery.
 Abolishing or merging operational units.
 Reducing the number of headquarters.
 Reducing Tooth to Tail ratio.(The ratio between combat troops fighting on the
front line ("teeth"), and the supply/ maintenance/ support rear troops ("tail")
who enable them to keep fighting.)
 Continued modernization
 PLA Navy, PLA Strategic Support Force and the PLA Rocket Force will be
increased, while the PLA Air Force's active service personnel will remain the
same.
 Strengthen its capability to conduct overseas missions
