Introduction

Guwahati Refinery is the country’s first Public Sector Refinery as well as Indian Oil’s
first Refinery serving the nation since 1962.

The Contract Labour (Regulation and Abolition) Act, 1970. The object of the Act is

• To regulate and to improve the conditions of service of contract labour

• It is an Act for the welfare of the labourers whose conditions of service are not at all
satisfactory.

Objectives of the study

The study was required to find the following objectives:-

• To know the demographic profile of contract laborers at


IOCL, Guwahati.

• To know the welfare and health facilities of contract laborers.

• To find out the satisfaction level of respondents towards their


job.

The study is Descriptive in nature.

Methods of data collection


The study is prominently based on primary data collected from structured
questionnaire.

Sample size
Total of 100 respondents are selected.

Sample unit
Workers on contractual basis (987 workers) w.e.f July, 2017.

Method of sampling
Convenient sampling technique has been adopted for the purpose of the study.

Period of the study: 2 months (1st July- 2nd September)

Findings

1. There are more number contract workers between 30-45 years of age.
2. Majority if the workers are satisfied with the toilets and medical facilities provided.
3. Accident prevention measures are excellent.
4. Washing facilities is highly sufficient for the majority.
5. 90% of the workers said that the first-aid box provided was fully equipped and easily accessible.
6. 4% of the workers whose wages were deducted was mostly for damage of goods.
7. All are insured under the ESI Act, 1948.
8. Everyone is paid for overtime work done.
9. Only 2% of the workers said that the conditions in the refinery is excellent.
10. The workers said that the rest hours provided are satisfactory.
11. 26% of the workers said the grievance handling procedure were average and 70% said good.
12. 17% of the workers are highly satisfied with the leave facilities whereas the 11% were partially satisfied.

Suggestions

• As only very few workers said the working condition in the refinery is excellent, there is a lot of room for
improvement to overcome this.

• Canteen for staff and worker is very limited as there are 300 officers and 600 non-officers and more than
2000 workers. So there should be at least 5 canteens, 3 in plant and 2 in Administrative building.

• And also there should be sufficient number of items in the canteens. As from the observation in
Administrative building limited items are provided and this leads to dissatisfactory to the employees.

• Canteen facilities for officers and staff can be merged so that interdepartmental communication can be
improved.

• The rest hours allotted to them should be extended to one hour.
