BEFORE CBS( IN & OCS)
 Prepaid and postpaid charging systems used to operate independently.
 The network device provider develops the prepaid charging system by
using the Intelligent Network (IN) technology.
 The postpaid charging system is provided by the charging device provider
and realized through the Operation and Support System (OSS).
 Voice and data services in prepaid and postpaid charging systems
couldn’t be managed uniformly.
 Prepaid and postpaid subscribers used to differ in subscriber experience,
service management, and service expansion. E.g. Data inconsistency;
status difference etc.
 Carriers had to manage and maintain two or more systems, which
increases O&M cost.
 Prepaid: service tariff was inflexible; response time was slow; and data
service was poor. Hard to change from prepaid to postpaid and vice versa
 Postpaid : No real-time charging and traffic control hence, revenue loss.
 Hard to satisfy subscriber requirements

WHAT IS CBS?

 Convergent Billing System (CBS) is a new generation of convergent

charging solution developed from the online charging system.
 IN OCS  CBS
 Intelligent network that provides a unified data model
 Incorporates customers, subscribers, and accounts.
 CBS is a unified, convergent, and end-to-end charging system
 Provides various rating and billing capabilities for all types of
subscribers, services, and networks.
 Hybrid supports prepaid and postpaid customers
 Manages the products and services provided by the fixed network
and the mobile network.

… CBS SUPPORTS:
 Integrated service network: manages products and services
provided by fixed and mobile network.
 Integrated services and products:
 CBS system converges with external charging systems for prepaid
and postpaid products. E.g. Bank, eTop-up, POS(Point of sale)
 Integrated payment mode:
 Subscribers can choose different payment modes in different
situations…switch from prepaid to postpaid and vice versa.
 Different payment modes in different time segments or for different
services. CBS supports hybrid subscribers.
 Online and offline charging: supports event-based and
session-based online charging and CDR-based offline
charging.
 The same charging engine for Prepaid & postpaid;
