ROLES/DUTIES OF BOM

CHAIRPERSON

Chairs meetings
Co-ordinates the Sub-Committees of the BOM
Convenes BOM meetings in consultation with College Principal
Co-ordinates resources mobilization of the institution.
Break a tie during casting voting in stalemates.
Link between college, county Education Board and other stakeholders.
DUTIES OF PRINCIPAL AS HEAD OF INSTITUTION IN PUBLIC T.T.C AS REFLECTED IN TSC ACT 2012 AND EDUCATION ACT 2013

Being responsible to Education Policy and Professional practice


Management and implementation of the institution curriculum
Assignment of teaching and Non-teaching staff in the institution
Performance of the roles of the Secretary to the board of management
Management and control of all finance in the institution and all institutional assets entrusted to
him by virtue if his office and ensure strict adherence to the public finance and management
guidelines )with assistant of the finance officer
Procurement of goods and services with public procurement guidelines for institutional use.
Provide direction for effective teaching and conducive learning/teaching environment.
Updating commission and other stakeholders on institution performance.
Supervision and evaluation of Curriculum delivery.
Being the custodian of the records of the institution.
Develop the institution strategic plan and objectives are met.
Ensure proper management and maintenance of the financial human and physical resources of the
institution.
Offers technical advice to other board of management and other stakeholders within the
institution to enable institution meet its objective.
Ensuring maintenance of teaching standard.
Inspection of the institution is safe secure for trainees and other occupants.
Performing such other roles as may be assigned by the commission.
Conduct of Business of BOM
Refer to fourth Schedule Part 1 C Education Act

 Shall meet at least once in every four months


 Notice for meeting shall be in writing and at least 14 days in writing given unless three quarters of the total members BOM
otherwise agree.
 Chair can also call for a special meeting on request of at leas five members
 Quorum for conduct of business shall be two –thirds of the total number of BOM
 Chairpeson shall preside over all meetings and in his/ her absence the deputy chair. Where both are absent then members
shall elect one of them to preside over that meeting.
 Unlesss a unanimous decision is reached , decision of BOM shall be by majority of votes of members present. Incase of a tie
then chairperson shall have a casting vote.
 BOM members shall disclose their personal interest on matters before the Board and shall not take part in the consideration
or discussion or be counted in lie quorum of the meeting. Failure to disclose interest is an offence liable to a fine of Ksh
50,000 or jail term of term of six months or both.
 Secretary to BOM shall be responsible shall be responsible for the day to day management of the affairs of the institution
and shall present any account of such expenditure to the BOM.

Tenure of members
A person appointed as BOM Member shall hold office for a term of three years from the date of appointment and shall be eligible
for reappointment for one final term of a period not exceeding three years.

Resignation from BOM


A member may at any time resign by giving notice of 14 days in writing to CEB.
A person giving notice of resignation shall cease to to be a member of BOM from the date indicated on the notice or date of
receipt by CEB
Revocation of appointment and vacation of office.
The appointment to a BOM shall be revoked and a member shall vacate office under the following:
a) Resigns from the office by giving notice to CEB
b) Becomes insolvent or has conveyed or assigned his property or has made a proposition or arrangement for the benefit
of his creditors
c) is sentenced by a court of law to imprisonment for a term of six months or more
d) is incapacitated by physical or mental illness
e) has missed three consecutive meetings of BOM without leave.
F) has/his her appointment recommended for revocation by nominating body
g) is otherwise unable or unfit to discharge his her functions as a member of the BOM on account of any matter in the Basic
Education Act No. 14 of 2013.
Replacement of a member of BOM
Replacement of a member of a BOM who has vacated office through resignation, revocation of appointment,
death or any other circumstance shall be done by CEB in consultation with the relevant stakeholders. The
new members shall serve for the remaining term of office of the BOM
Dissolution of BOM
The BOM may be dissolved by the Cabinet Secretary for in the Act
i) Gross misconduct
ii) Ii) is incapable of discharging its mandate as provided for in the Act
iii) The institution changes its mandate or
iv) Ceases to operate
