International organizations
• the first groups to implement large scale security efforts
• These organizations are those which monitors all the agreements and treaties .
• They include : International Maritime Organization
World Customs Organization
International Chamber of Commerce
International maritime organization

• First international organization to implement


enhanced security measures.
• Created ISPS code in December 2002.
• For faster implementation IMO made it a part of
SOLAS in a section that addresses “ Special
Measures To Enhance Maritime Security ”
• Since SOLAS is implemented in more than 148
countries, the new version along with ISPS took
place very quickly and within June 2004 many
ships met with this compliance.
ISPS to enhance port security consists of two
sections:
Requirement measures that a port must put in place
Series of recommendations for the implementations of
these measures.
Port faces many threats due to its location, types of cargo handled and their
physical layout.
The implementation of ISPS has differed from port to port and cost of
implementation as well, but the research has proved that the code has improved
the security level, theft and pilferage .
• Ports have implemented ISPS in 3 different ways :
 monitoring who all have access to the port premises.
 recording all the port activities using security cameras.
 a secured communication system, with alarms whenever threats are detected.
The IMO has issued countless International Ship Security Certificates which
indicated that most of the ships are in compliance with the ISPS code
requirements.
World customs organization

• Involved in security implementation in the


International shipping of goods.
• Also known as the Customs corporation
council.
• Before they only focused on importing activities and so on but they achieved
their objective by: encouraging the standardisation of documents, identification
of high risk shipment characteristics and hence establishing the guidelines that
customs can access the shipment before it leaves the shipment premises.
• This particular emphasis is called Advanced Cargo Information Guidelines which
mirrors one of the initiative by the US Customs and Border Protection Agency.
• In June 2005, the WCO implemented its : Security and Facilitation in a global
Environment (SAFE), revised in 2007.
SAFE requirements are fourfold:

All customs authority must adhere to a set of advance electronic information


standards for all international shipments.
Each country must have consistent risk management approaches to address security
threats.
Exporting countries customs authorities must comply with a reasonable request from
the importing companies customs authorities to inspect outgoing cargoes.
All customs authority must provide benefits to companies that demonstrate that
they meet minimum standards of security, such companies are called Authorised
Economic Operators.
International chamber of commerce

• Weighed on the initiatives in the domain of


International logistics, in a policy statement
dated November 2002.
• Emphasised that security initiatives should
be the domain of international agreements
between countries .
• Also on the rules and regulations imposed by
international agreements should be
capitalized on the investments done on
international levels.
• The recommendations made by ICC reflects the organizations goals of
facilitating international trades.
