Decision of Supreme court in respect to ILO

• As the Mineral mining industry is grooming to its development stage,


and mining industry is switch over from traditional mining to
mechanized mining
• Pertaining to mechanized mining, safety hazards in mine is also
increases.
• Provincial Government in collaboration with ILO develop and
implement capacity building programs for all Officers in the field of
Inspection, Safety, Health and welfare of the workers

• How ILO can assist Inspectorate of Mines in their Duties and
Functions.
• Training of Mine Inspectorate
• Training of Mine Worker
• Establishment of Training Centre and Safety Equipment warehouse

Efforts of Inspectorate of Mines after the Decision of
Supreme Court

• A high level meeting of all Inspectors of Mines was called by The Chief Inspector of
Mines Sindh on 13-04-2018 for implementation of orders of the apex Court
• During the meeting following decision was taken:
• Inspections should be carried out on regularly basis or at least twice in a
week
• Ensure the safety precautions and protective measure are taken by the
mechanized units (i.e. crushing station, mining excavator, drill rigs)
• Safety guidelines has to be communicated to relevant person
• Strong actions to be carried out against illegal mining
• Medical examination of workers to be carried out

• An other high level meeting with the Top Management of The


Cement Companies was called by this office on 16-04-2018.
• During the meeting following decision was taken:
• To setup silicosis diagnostic center in cement factories.
• To ensure compliance of safety standards at work places.
• To provide ‘Hygiene Card’ to the workers.
• To update the entry of ‘Hygiene Card’
• To provide awareness with regard to occupational Diseases.
• To display general information for the safety of workers.

• One day workshop ‘Prevention of Silicosis and other Occupational Diseases’


organized by this office on 26-04-2018.
• Lecture was delivered “On one day workshop” following points are addressed
• On account of prevalence, signs and symptoms, diagnosis and
investigations carried out for the diagnosis of silicosis.
• To make efforts to reduce exposure of the worker to Silica Dust.
• Use of suitable Personal Protective Equipment.
• To establish a registry for Occupational Diseases in general and Silicosis in
particular.
• To train the Workers regarding Safe System of work.
• To modify the old Mines Act to the present day need

One Day Workshop was conducted for Prevention of Silicosis

• Following are effort of inspectorate of mines after the decision of


supreme court
– One day workshop ‘Prevention of Silicosis and other
Occupational Diseases’ organized by this office on 26-04-2018.
– Decision Taken by The Worthy Secretary, M&MD:
– The orders of the apex court will be attached with every grant of
lease.
– The orders of the apex court will also be attached to already
granted leases.
Requirement of ILO

• Vehicles : There are 14 Mines Inspectors working in the


Inspectorate of Mines out of which 04 have officials vehicles (2 of
vehicles are 25 years old ) and others 10 Mines Inspectors are
using public transport. The ILO may be requested to donate 05
vehicles for Inspection purpose.
• Funds for following purpose :
– Establishment of Training Centre at Karachi.
– Establishment of Safety Equipment warehouse at Karachi (to
supply the safety Equipment to Mine operators on no profit no
loss basis).
Training for Mine Inspectors
(Training to Trainers)

• Trainee for Mine Inspectors is conducted in Foreign Countries i.e.


Australia, Canada, USA in following Disciplines:

– Mines Inspection Services.


– Mine Safety.
– Mine Safety Techniques.
School of Mining

• The Main Objective of School of Mining are:


– To Train the on job Workers
– To Produce skill labors and mid level supervisory staff for Mining
Industry.
– To award Diploma and short Certificates in Mining Discipline.
– Associate Engineering in Mining will also be offered.
Capacity Building

• Training of Mine Workers:


– Translation of Training Material into local Language including text
material
– Pictorial Presentations/ videos included
– Use of Earth moving Machinery and its safety
– Emergency Response Plan
