Rule 60: Test for resistance of insulation for low and


medium voltage:
• Where any electric supply line has been disconnected form the
system, such line shall not be reconnected until the supplier
has applied the insulation resistance test

• This rule not applicable to overhead lines

Rule 61: Connection with earth


The following provisions shall apply to the connection with earth of
the system at low voltage

• Neutral conductor of a 3-phase, 4 wire system and the middle


conductor of 2-phase, 3 wire system shall be earthed

• The system having concentric cables, the external conductor


shall be earthed

• No person shall make connection with earth by the aid of,


nor shall he keep it in contact with any water

• The frame of every generator, motor and the metallic parts of all
apparatus shall be connected to earth

• All metallic casings of apparatus shall be connected to earth

• All earthing systems shall limit earth resistance sufficiently low


to permit leakage current to flow to earth

• It should be mechanically strong, withstand corrosion and retain


electrical continuity during the life of the installation

• The earth resistance should be tested on dry day once every


two years

• A record of every test made and the result shall be kept by


the supplier

Rule 63 : Approval by inspector

• The owner of any high or extra-high voltage installation shall


made an application to the supplier for testing

• After testing he should kept the results of tests with him

• The owner of high or extra-high voltage installation who makes


an alteration shall not connect to the supply his apparatus
without prior permission form inspector

Rule 64: Use of energy at high and extra-high voltage

• The inspector shall not authorise the supplier to Commence


supply to any consumer unless …

• All conductors and apparatus situated on the premises of the


consumer are operated b an authorised person

• The consumer shall have provision for housing of his apparatus


and metering equipment in fire-proof enclosure

• The following provisions shall be observed where energy at


high or extra-high voltage is supplied, converted, transformed
or used

• Clearance for apparatus should be as per Indian Standard


Code

• All EHV apparatus shall be protected against lightning as well


as switching over voltage
