Prevention and Mitigation

Prevention – Outright elimination and avoidance of

adverse impacts of hazards through elimination of sources of
danger.

Mitigation – Put in place measures that would lessen or

limit adverse impacts of hazards.
Prevention and Mitigation

• PDRA • Evacuation Center

• Mangrove Planting • Solid Waste Management
• Artificial/Coral Reefs • Community-based DRRM
• Tree Planting • IEC Campaigns
• Embankments • Alternative livelihood
• Dikes
• Storm Drainage System
• Seawalls
• Wavebreakers
• Reinforced Concrete Columns
• Retaining Walls
Prevention and Mitigation

PDRA (Pre-Disaster Risk Analysis)-

is a process to evaluate a given hazard’s characteristics and its
possible impacts to the populace.

Reduction
Preparedness

Build the capacities needed to efficiently manage all types of

emergencies and ensure orderly transitions from response to
sustained recovery.

Preparedness

• Contingency Planning
• Drills
• SAR Trainings
• Basic Life Support/First Aid Trainings
• Basic Firefighting
• Early Warning Systems
• Procurement of rescue equipment and vehicles
• Trainings on RDANA, PDNA, ICS etc.
Preparedness

Contingency Planning
“A forward planning process in a state of uncertainty in which:
• Scenarios and objectives are agreed,
• Managerial and technical actions defined,
• Potential response systems put in place
to prevent or better respond to an emergency

CP is a management process that:

• analyzes specific potential events in a state of uncertainty, and
• establishes response arrangements
Response

Provision of immediate emergency services and public

assistance during or immediately after a disaster in order to
save lives, reduce negative health impacts, ensure public
safety.
Response

• Incident Command System

• RDANA (Rapid Damage Assessment and Needs Analysis)
• Search and Rescue
• Search and Retrieval
• Relief Operations
• Evacuation
Response

Incident Command System

• One of the tools for

implementing the CP
• A standard, on-scene, all-
hazard incident management
concept.
Response

RDANA
An emergency response tool used during the early and
critical state after hazard impact

It identifies the magnitude of a hazard and coping

capacity of the affected area

It aims to determine the immediate relief and

response requirements

 “SNAPSHOT ”
Recovery and Rehabilitation

Rehabilitation – are measures that will ensure the ability

of affected communities and/or areas to restore their normal
level of functioning by rebuilding/rehabilitating damaged
infrastructures.

Post Disaster Recovery – the restoration and

improvement where appropriate, of facilities, livelihood and
living conditions of disaster-affected communities.
Recovery and Rehabilitation

PDNA (Post-Disaster Needs Analysis)

- is a multi-sectoral and multidisciplinary structured
approach for assessing disaster impacts and
prioritizing recovery and reconstruction needs.
- Serves as the basis for a Recovery and Rehab Plan
