WASH IN SCHOOLS: DEPED ORDER 10, S.2016

Policy Objectives
1. Ensure correct knowledge and understanding among learners of effective
hygiene and sanitation projects;
2. Improve equitable access to safe water, adequate toilets, and hand
washing facilities;
3. Improve hygiene and sanitation practices among the learners to enable
them to develop life-long positive hygiene and sanitation behaviors;
4. Ensure that schools are kept clean and safe through school-based solid
waste management, proper drainage, the elimination of breeding grounds
for mosquitoes to prevent vector-borne diseases, and strengthen food
safety ; and
5. Engage public and private partners for program implementation and
sustainability.

 WASH IN SCHOOLS: 2018 ALLOCATIONS

 Hygiene Kits:
(Specifications: one toothbrush per child and handwashing soap and toothpaste to last the school year)
o For ALL Kinder Students @ 25 PhP/child (0.50 USD / child)
o Beneficiaries of the School-Based Feeding P @ 25 PhP/child

 Augmentation: Fund for Regions for the conduct of WinS (PH 2.4 M)
 Funds for oral health (Division MOOE: PH 33,880 M)
 SBFP Beneficiaries (PH 5.3 B for 497,441 beneficiaries)
 Facilities: In the 2018 Department budget, all school building
constructions and repairs include water and sanitation. Construction
and repair of water and sanitation facilities: These had been included in the
2018 Department budget (GAA 2018)

1. School self-assessment using the WinS Monitoring tool

 Determine the compliance to the Five (5) Basic Crucial Indicators.
Note: If the school failed to meet any of the five, then the school’s Over-all Rating
will automatically register as 0 Star, regardless of the ratings in the other
indicators
2. Analyze the results generated by the excel-based monitoring tool
Note: School’s WinS data should be uploaded for the analysis of SDOs and ROs
3. Determine the strategies and activities which the school can implement
to improve their WinS level of practice (starting Brigada towards
November within the SY).

 THREE STAR APPROACH FOR SCHOOLS DIVISION OFFICE

Objectives: To streamline efforts to motivate, assure quality and assist the

School’s Divisions, the TSA mechanism for SDO is designed as an integrated
approach to:
 Strengthen the motivation of SDO supervisors and staff to continue with
managing and providing technical assistance to schools in implementing the
WinS Policy
 Establish the information for designing a technical assistance program for
the SDOs that is aimed at building their organization capacity for sustained
support to schools
 Monitor the quality of technical assistance provided by the SDOs to school
