BYELAWS

It consists of rules and regulations


designed from N.B.C by town planning
authorities, urban development
authorities and municipalities to control
the development of area under its
jurisdiction.

• 1.DISTANCE FROM ELECTRIC LINES
• As per N.B.C no verandah /balcony or the like shall be allowed to be
erected or re erected in a building within the distance quoted in
accordance with the current Indian Electric Rules between the building
and any overhead electric supply line

LINES OF BUILDING FRONTAGE
• It is a line usually parallel to the plot boundaries or centre line of a
road beyond which nothing can be constructed known as setback or
front building line laid in each case by the local authority as per
recommendations of master/zonal plan.
• Increased set back known as control line needed where large
number of vehicles are expected (cinema halls ,factories etc).
• Normally the distance of building ctrl line is taken as 11/2 times the
distance of building line.
• For buildings facing state highways in urban area is taken as 30m-
45m and for buildings facing major roads as 15m-24m.
• As per N.B.C the minimum frontage for any building is 6m on any
street
• Uses :Widening of street, prevents formation of blind corners at the
intersection of streets, reduces impact of sound noise smoke etc,
used as parking.

HEIGHT LIMIT
a) The maximum height of building shall not exceed 1.5 times the width of
road abutting plus the front open spaces.
b) If a building abuts on two or more streets of different width, the
building shall be deemed to face upon the street that has the greater width
and the height of the building shall be regulated by the width of that street.
Height shall however, not exceeds the maximum height as provided in the
Master Plan.
c) For buildings in the vicinity of the aerodromes the maximum height of
such buildings shall be subject to value framed by the Civil Aviation Authorities
from time to time and to this effect a no objection certificate issued by that
Authority shall be submitted by the applicant along with plans to the
sanctioning Authority.
Note: The location of slaughter house/butcher house and other areas for
activities like depositing of garbage dumps which would attract the collection
of high flying birds like eagles/hawks etc. shall not be permitted within a
radius of 10 km. from aerodrome reference point.

LIGHTING AND VENTILATION
All habitable rooms shall have for the admission of light and air, one or more
apertures, such as window, glazed door and fan lights, opening directly to the
external air or into a open verandah not more than 2.40 mt. in width. In case light
and ventilation to habitable space area through an internal courtyard, the minimum
dimensions of such courtyard shall not be less than 3.0 mt. x 3.0 mt. for buildings up
to 12.50 mt. in height.
The minimum area of openings of habitable rooms excluding doors :
1.Dry hot climate not < 1/10th of floor area
2.Wet hot climate not <1/6th of the floor area
3.Intermediate climate not <1/8th of the floor area
4. Cold climate not <1/12th of the floor area
Ventilation Shaft
• For ventilating the spaces for water closets and bathroom, if not opening on
the front side, rear and interior open spaces, shall open on the ventilation
shaft, the size, of which shall not be less than the values given below:

• For buildings above 15.0 mt. mechanical ventilation system shall be


installed besides the provision of minimum ventilation shaft.

For buildings above 15.0 mt. mechanical ventilation system shall be installed besides the provision of

PARKING SPACES

EXIT REQUIREMENTS
• Every building should be provided with exits to escape in
case of fire or other emergencies.
• Should be free from obstructions, illuminated and clearly
marked
• Alarm devices to be provided
• From fire safety considerations all staircases must be
segregated from the lift
• Types of exits : doorway, corridor, passage way to
internal or external staircase,
• Note : ramps , verandahs, lifts and escalators not
considered as exits.
Exits shall be clearly visible and the routes to reach exits shall
be clearly marked and signs posted to guide the occupants of
floor concerned.

Fire fighting equipment where provided along exits shall be


suitably located and clearly marked but must not obstruct the
exit way and there should be clear indication about its location
from either side of the exit way.

All exits shall provide continuous means of egress to the


exterior of a building or to an exterior open space leading to a
street.
Exits shall be so arranged that they may be reached without
passing through another occupied unit, except in the case of
residential buildings.
FIRE PROTECTION REQUIREMENTS
• Buildings shall be planned designed and constructed in
such a manner as to ensure that it incorporates built in
fire protection as per N.B.C .
• For multi storied buildings and public buildings the
following aspects to be followed :
• Access to fire engines through clear motrable way all
around the building.
• Safe area for fireman to assemble and equip themselves
for fire fighting operation.
• Provision of required number of safe escape routes like
protected staircase with automatic closing type roads.
• Provision of fire lift for speedy rescue operation .
• Provision of generator of adequate capacity as alternative
source to supply power to specified equipment, lift etc in
emergency.

• Adequate water storage facility ,provision of safe ventilation


of smoke, gases and fumes and heat.

• Water mains, telephone lines, fire detection installation and

alarm system, fire detection system ,public addressing system
and portable fire fighting equipments where ever necessary.

STRUCTURAL SAFETY REQUIREMENTS
• The structural design of foundation, masonry, timber, plain
concrete, reinforced concrete, pre-stressed concrete and
structural steel shall be carried out in accordance with Bureau
of Indian Standards for structural safety.
• QUALITY OF MATERIALS AND Workmanship:
All material and workmanship shall be of good quality
conforming generally to accepted standards of Public Works
Department and Indian standard specification and codes
BUILDING SERVICES
• The Planning design and installation of electrical installations,
air conditioning installation of lifts and escalators can be
carried out in accordance with Part-VIII of National Building
Code of India. However deviations from National Building
Code may be done as per good Engineering practices.
• PLUMBING SERVICES
• The planning, design, construction and installation of water
supply, drainage and sanitation and gas supply system shall be
in accordance with Part-IX of National Building Code of India.

LANDSCAPING
• Heat Island Effect :Temperature in towns is more
than villages due to industries.
• To neutralize the effect greenery along with water
bodies to be developed for recreation filtering
polluted air, protection against dust, noise and
heat.

• In general for different types of plots for residential
buildings the maximum covered area on which it can
be constructed is as follows

Specifications for a Residential Building

• The carpet area should be 50% of 65% of the floor area.
• Depth of foundation usually 750-1000mm.
• Plinth height may be 450mm-600mm.
• Ceiling height for main rooms 3300mm-3600mm for bath and
W.C. may be 3000mm.
• Thickness of wall in super structure for single storied house
200mm or 300 and double storied 300mm.
