PERT and CPM

PERT and CPM

- Where developed independently in later part of


1950’s.
- These two are networks. A techniques used for
planning and coordinating large scale project.
What is PERT?
 PERT is a Program Evaluation and Review
Techniques.

- PERT project management tool used to


schedule, organize, and coordinate tasks
within a project.
- The use of PERT began in 1958 through
the joint efforts of the Lockheed Aircraft,
the U.S. Navy Special Project Office and the
consulting firm of Booz, Allen and Hamilton
in efforts of the U.S government to speed
up the Polaris Missile
Project.
-A special operations research team was
directed to formulate a new approach
considering that the management concepts
and methods at that time where not
adequate. The concept was formulated by
the research team and is then called
Program Evaluation and Review Technique
which is simply called PERT.
- The Polaris Missile project is a large
project involving over 3,000 contractors
and 11,000 sub contractors with several
thousands work activities.

The use of PERT in this large scale of


project was proven successful in
shortening the length of the project
completion time.
What is CPM ?

CPM – is the Critical Path Method


The critical path
method (CPM), or critical path
analysis (CPA), is
an algorithm for scheduling a set
of project activities
 The Critical Path Method which is simply
called CPM was developed by J.E kelly of
Ramington Rand Corp. and M.R Walker

 Advance scheduling
 cost control method

In 1956 prior to development of PERT.


CPM was designed as a tool for :
 Planning
 Scheduling
 Control of Contractions works
PERT was developed as a result of looking
for an improved method of planning and
evaluating progress of a large scale
research and development program.

-it was designed to provide the


management a periodic reporting of the
current status and an outlook for the
future approved plans and scheduled
Although PERT and CPM was developed
independently they have a great deal with
common.
- For instance, PERT originally stressed
probabilistic activity time estimate because
the field which it was developed typified by
high uncertainty. In contrast , CPM
originally no provision for variable time
estimates. For practical purposes this two
techniques are the same.
PERT/CPM is a control tool defining the
parts of contraction jod and putting them
together in a network form. It serves as an
aid to the construction manager but it does
not make decision for him does it
guarantee good management.
PERT/CPM only serves the project
manager to see the whole picture of the
entire jod.

Project Requirements
In all projects of government PERT and
CPM network is mandatory requirements.
Under Presidential Decree (PD) 1954
Prescribing Policies , Guidelines, Rules and
Regulation for government infrastructure
contracts provides that:
 That the program of works shall include ,
among other things ,estimate of the
work items, quantities cost and PERT
and CPM network of the project activities.
 In the preparation of the biding documents
the government shall make and estimate of
the actual no. of working days required to
complete the project through PERT/CPM
analysis of the project activities and
corrected for holidays and weekends.
On January 27,1968
President Ferdinand E. Marcos issued
Memorandum Circular No. 153
That memorandum provides in order the
performance discipline on the field could be
controlled and easy reporting system
could be made to facilitate the :
 Monitoring
 Evaluation
 Inspection
 Completion of the infrastructure projects
