Article 1
COMPOSITION AND ORGANIZATION OF THE ARMY
Section 17.
The Army of the Philippines shall consist of the Regular Force and
the ReserveForce: Provided, That, members of the Reserve
Force on inactive status shall not, by reason solely of their
appointments, oaths, commissions, or status as such, be held
or deemed to be officers or employees in the Philippine
Civil Service.

Section 18.
The organized peace establishment, including the Regular Force
and the Reserves, shall comprise all organizations necessary to
form the basis for a complete and prompt mobilization for the
national defense. The Army shall at all times be organized in so
far as practicable into battalions, regiments, divisions, and, if
necessary, higher units.

compliance with this requirements
 The purpose of this act was to create an
independent Philippine Army, this was interrupted
by world war II

 ROTC during World War II
 By 1941 there were 33 colleges and
universities throughout the country
that maintained ROTC. All however,
were closed with the onset of world
war II.
 The Records shows that the product
of ROTC were called to the colors
and, during the occupation, they
prove their worth on the battlefield.

different metro manila units took
part in the defense of Bataan and
after the surrender of last American
bastion in the archipelago

 Post Marcos Era

 During the Marcos Regime, ROTC was replaced by the

Citizen Military Training or CMT.
 The ROTC was back by the provision of Republic Act
7707 of the AFP Reservist ACT.
 Presidential Decree No. 1706 was signed by president
Ferdinand Marcos on 8, August 1980.

 President Corazon Aquino signed Republic Act 7077 into
law in 1991, otherwise known as The Citizen Armed
Forces of the Philippine Reservist Law”,

 It is a civic education and defense
preparedness program for Filipino
tertiary education students
instituted by the Government of
the Philippines on 23 January 2002
by virtue of Republic Act 9163,
otherwise know as the “National
Service Training Program (NSTP)
Act of 2001”

 Current Issue
 In February 7, 2017, Duterte approves mandatory ROTC
proposed by Duterte’s administration
 (Posted on April 19, 2018) Pres. Rodrigo Duterte will push
for the revival of the mandatory ROTC and CAT (by Harry
Roque)
 ROTC was abolished in 2002 because of UST student
alleged of corruption in the ROTC, death of two neophytes
during fraternity hazing
 Duterte said, ROTC trainees are those that would guide
and protect the civilians in case of violence and anarchy.
