Problem Description
In unplanned event scenarios, congestion cannot be predicted. As a result,
correct site dimensioning cannot be performed. In this case, the RNC is
required to identify the cell load and activate corresponding features,
functions and parameter optimization so that the capacity can be maximized
and the impact on KPIs are under control.
ACH Phase 1 concentrates on reliability and the priority of CS services.
