BACKGROUND

• The 1985 Vienna Convention


for the Protection of the
Ozone Layer was the first
framework for co-operative
activities to protect the
ozone layer.
• Here, parties agreed to co-operate with each other in
scientific research to improve the understanding of
the atmospheric processes, to share information on
Ozone-Depleting Substances (ODS) production and
emissions and to implement preventive measures to
control ODS emissions.
BACKGROUND
• Upon the discovery of the
seasonal “ozone hole” in
Antarctica in the 1985,
governments recognized
the need for stronger
measures to respond to the
problem of ozone
depletion.
• Thus, the Montreal Protocol on Substances that
Deplete the Ozone Layer was signed on September
16, 1987 and entered into force on January 1, 1989.

signed by 188 developed
and developing countries
to date, committed to
phase-out or gradually
stop their production and
consumption of ozone
depleting substances like
chlorofluorocarbons or
CFCs and Halons.

• Due to its widespread adoption
and implementation it has been
hailed as an example of
exceptional international co-
operation, with Kofi Annan
quoted as saying that "perhaps
the single most successful
international agreement to date
has been the Montreal Protocol".
THE PHILIPPINES AS
SIGNATORY OF MONTREAL
PROTOCOL

• The Philippines signed the


Montreal Protocol on September
14, 1988 and ratified it on March
21, 1993.
• The Philippines’ commitment to the Montreal
Protocol is to phase out its consumption of all ODS.

THE PHILIPPINE OZONE
DESK (POD)
• The national coordinator of
programs for the implementation
of the Montreal Protocol. It is
also known as the country’s
National Ozone Unit (NOU)

• The mission of POD is to ensure the country’s


compliance to the Montreal Protocol and promote
the protection of the ozone layer among Filipinos.

Strengthening Project
(ISP)
Major activities of the ISP include the following:

a) Promoting and coordinating phase-out actions identified in the Country Programme;


b) Implementing licensing scheme based on the revised CCO on ODS;
c) Organizing consultative meetings to discuss and adopt a quota allocation scheme for
HCFC imports;
d) Conducting awareness session to inform stakeholders of the approved CCO;
e) Continuous surveillance activities focused on ODS importers, dealers, and selected
end-users including service shops on confiscated unregistered and mislabeled
refrigerants;
f) Coordinating with DTI-BPS on the development of standards for products with non-
ODS;
g) Coordinating public awareness raising activities; and
h) Reporting of consumption data to the Ozone Secretariat and progress on Country
Programme
i) implementation to the MLF Secretariat.
National
Chlorofluorocarbon Phase-
out Project (NCPP)

1. This is the biggest project under the POD so far.


2. It is a strategy to phase out the remaining
consumption of CFCs in the Philippines following
the Montreal Protocol phase-out schedule.
3. It combines policy and regulatory interventions to
phase-out the use and importation of CFC so as
not to adversely affect the economic functions of
society.
National Methyl Bromide
Phase-out Strategy
(NMBPS)

1. This project aims to gradually reduce and eliminate a total


of 10.3 ODP tons of methyl bromide (non-Quarantine and
Pre-Shipment use only).
2. It also aims to ensure that there are viable and permanent
alternatives and alternative approaches to maintain this
phaseout.
3. However, uses of MB for quarantine and pre-shipment
(QPS) are currently exempt from the reduction and
phaseout. The project is being implemented by the
Fertilizer and Pesticide Authority (FPA) of the Department
of Agriculture (DA) in coordination with the POD.

EARTH’S OZONE HOLE

SINCE 1988
The huge hole in Earth’s protective ozone layer
reached its maximum last September, and this
year NASA said it was 7.6 million square miles
wide or 19.6 million square kilometers. The size
of the ozone hole dwindled after mid-
September.
