Background
The cooperative agreement between ZFF and USAID for the second phase of its partnership on HLGP
under the Global Development Alliance (GDA).

Accomplishments of the 1st Cycle
• Improvements across municipalities in terms of strengthening
the municipal local health boards (LHB),
• Improvements in budget allocation and utilization
• Increased barangay engagement through the barangay health
boards (BHB),
• Increased in number of facilities with PHIC accreditation,
hospital management systems, rural health units with referral
policies and establishment of a pregnancy tracking system (PTS)
• Improvements in BL competencies especially in Co-Ownership
(Multi Stakeholder Processes, Team Development, Coaching and
Mentoring, and Conflict Management)

• expand the HLGP focus to include RH/FP, CDs and NCDs as
per agreement during the OPHS Cluster meeting on
September 20, 2016
• LCEs’ leadership and governance in ensuring financial risk
protection and SDN
• Support the institutionalization of HLGP in the DOH central
and regional offices
