the Philippines

1987 PHILIPPINE CONSTITUTION

Section 19, Article XIV

(1) The State shall promote physical education and


encourage sports programs, league competitions,
and amateur sports, including training for
international competitions, to foster self-discipline,
teamwork, and excellence for the development of a
healthy and alert citizenry.
(2) All educational institutions shall undertake
regular sports activities throughout the country in
cooperation with athletic clubs and other sectors.

1987 PHILIPPINE CONSTITUTION

“The State promotes sports for physical development, teamwork


and good health. In relation to this, the States shall pursue physical
education and encourage sports programs, league competition, and
amateur sports including training for international competitions, to
foster the goals as stated.”

“Thus, the subject of Sports is now placed under the supervision


and control of the Department of Education (DepEd) that has the
auxiliary function to develop sport programs in the curriculum of
education in recognition to encourage sports as important
training grounds of the youth for sportsmanship, cooperation and
friendship with other athletes here and abroad.”

Implementing Guidelines on the


Special Program In Sports (SPS)

PROGRAM DESCRIPTION

The SPS was concieved to address the needs of


talented students in different sports disciplines
and to identify and create a pool of athletes who
will be trained to compete in national and
international sports competitions.

PROGRAM OBJECTIVES

1. Enhance athletic potential;

2. To prepare learners for work or higher


learning; and

3. To achieve school-sport balance.

ADMISSION TO THE PROGRAM

The SPS shall be open to high school aged students enrolled in


Philippine schools.

The students of the SPS MUST:


a. Have the potential skills in more than one of the school
sports offered;
b. Have participated in sports competitions, as attested by
the elementary school principal;
c. Pass the physical fitness test; and
d. Complete the submission of documentary requirements.

PROCEDURE FOR ADOPTION OF THE PROGRAM

FOR THE SCHOOL:

a. Prepare the facilities and equipment and


identify competent teachers needed to
implement the SPS; and

b. File an application to implement the program


along with all required supporting documents,
to the Schools Division Office.

PROCEDURE FOR ADOPTION OF THE PROGRAM

FOR THE SCHOOLS DIVISION OFFICE:

a. Assess the school relative to its capabilities to


adopt the SPS in accordance with DepEd Order
No. 25, s. 2015;

b. Endorse the application of the school to the


Regional Office for approval; and

c. Assist in sourcing funds for the program.

PROCEDURE FOR ADOPTION OF THE PROGRAM

FOR THE REGIONAL OFFICE:

a. Act on the application of the school to adopt


the SPS upon the recommendation of the
division office; and

b. Submit to the central office the list of schools


approved to offer SPS.

PALARONG PAMBANSA

Republic Act No. 10588 or Palarong Pambansa


Act institutionalized the Palarong Pambansa
as the country’s premier national sporting
event under the Department of Education
(DepEd) as a venue for talent identification,
selection and recruitment of student athletes.
DepEd believes that academic learning and
sports education play an important role. If
sports education is incorporated to the
academic curriculum, the over-all personality
of the student grow to greater extent.

THE PALARONG PAMBANSA

A) The Palarong Pambansa Program is an annual multi-level national scholastic


athletic competition conducted by the DepEd and participated in by the elementary
and secondary pupils/students both from public and private schools. This program is
conducted by DepEd in coordination with the Philippine Sports Commission (PSC),
and the Department of Interior and Local Government (DILG).

B) The lower levels of competitions start with the school intramurals followed by the
district, division, regional athletic meets and culminates in the national game known
as PALARONG PAMBANSA.

C) It serves as a laboratory of all learned/acquired knowledge, skills, and attitudes in


the Basic Education Curriculum particularly in the Physical Education and School
Sports.

D) It is an avenue for the holistic development of the in-school youth and become
globally competitive citizens.

E) It serves as a means to promote education, health and


wellness, peace, eco-friendly environment and
appreciation of local tourism.

PALARONG PAMBANSA – BRIEF HISTORY
•1948 – Conception of the Bureau of Public Schools-Interscholastic Athletics Association Games or
(BPISAA)

•1957 - BPISAA was cancelled due to the death of President Ramon Magsaysay

•1958 – The BPISAA resumed and celebrated its 10th anniversarry; Held in Tagbilaran, Bohol

•1972 – Cancelled again due to the declaration of Martial Law

•1973 – The last BPISAA was held in Vigan, Ilocos Sur

•1974 - the Bureau of Public Schools-Interscholastic Athletics Association Games or (BPISAA) was
renamed "Palarong Pambansa"and remained so up to this day.

•1980 – Palarong Pambansa was cancelled because it was substituted by another game called
Palarong Bagong Lipunan

Some uncertain events that led to the cancellation of Palarong Pambansa happened in the years
1980, 1984-1987 and 1999.

PROVINCES HOSTED THE MOST:

1. MISAMIS ORIENTAL – Hosted the most number of the Palarong Pambansa (1975, 1977, 1978 and
1988)

2. NEGROS OCCIDENTAL – Hosted the games in years 1974, 1979, 1998 and 2000

3. LINGAYEN, PANGASINAN – Hosted three times, in years 1959, 1999 and 2012

OBJECTIVES (SEC. 3, RA 10588)
(a) To institutionalize the Palarong Pambansa as the premier national sporting
event of the country under the Department of Education (DepED) as a venue for
talent identification, selection and recruitment of student athletes;

(b) To improve the DepED’s national school sports program and give more
prestige to the annual sports event by encouraging better participation of schools
through incentives and rewards; and

(c) To encourage the local government units (LGUs) to take a proactive role in
the promotion of the Palarong Pambansa locally and nationally by providing
incentives and rewards.

ADMINISTRATION AND MANAGEMENT (SEC. 4, RA 10588)
Palarong Pambansa Board. – A Palarong Pambansa
Board, hereinafter referred to as the “Board”, is hereby
created as the lead policy-making and coordinating body
for the preparation and conduct of the Palarong
Pambansa. The Board shall be attached to the DepED
and shall be the proprietary owner of the phrase
“Palarong Pambansa” and its related symbols, logos and
concept.

(d) To provide incentives and rewards to


participating schools and LGUs,
including medal winners;

(e) To formulate and issue policies and


guidelines on the accreditation of
athletes, coaches and chaperones;

(i) To allocate funds for the conduct of


school sports activities leading to the
Palarong Pambansa;

OTHER SPORTS DEVELOPMENT EFFORTS OF DEPED

ASEAN School Games (ASG) is an


annual competition for schools in
ASEAN-member countries. The
games started in 2009 where Thailand
was the host.

ASEAN SCHOOL GAMES

1. To promote ASEAN Solidarity in our youth


through school sports;
2. To provide opportunities for school athletes to
benchmark their sporting talents in the ASEAN
region; and
3. To provide opportunities for school athletes to
interact and engage in cultural exchange within
ASEAN.
